In short

  • Since 1 January 2023, foreign distance sellers supplying packaged goods to private end consumers in Austria must appoint an authorised packaging representative. A UK webshop should resolve that responsibility before treating a postage quote as the whole cost of entering the Austrian market.
  • The EU Packaging and Packaging Waste Regulation generally applies from 12 August 2026; Austria’s EDM guidance says compatible national obligations continue during the transition.
  • A person who stores and packs your products does not automatically become your authorised packaging representative.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

You have found a way to post orders from Britain to Austrian customers. The carton fits the service, the customs data is ready and the checkout shows a delivery charge. There is another question before dispatch: who fulfils the packaging obligations associated with your sales into Austria? This is a market-entry responsibility tied to the business and its packaging, rather than a feature proved by buying an international label.

Does the Austrian rule cover a small UK online shop?

Austria’s official USP guidance describes foreign distance sellers as businesses without an Austrian seat or establishment that supply packaging or packaged goods to private end consumers in Austria through distance selling. It makes appointment of a representative mandatory for that category. The description is not limited to sellers based inside the EU. Start with your actual sales arrangement and legal presence, rather than assuming that a UK company or a small catalogue sits outside the rule.

Write down the transaction you intend to carry out: your legal selling entity, the location from which products leave, the customer type and who introduces each packaging component. Give that description to the prospective representative. A vague enquiry about shipping to Austria may receive a generic answer, while a description of your own direct consumer sales lets the provider identify the appointment and reporting arrangement it is offering.

Keep business-to-business deliveries separate in that discussion. ARA’s guidance distinguishes third-country businesses supplying exclusively to Austrian businesses from businesses supplying Austrian consumers. For the former, it says the importer is the primary party responsible for licensing rather than the foreign supplier pre-licensing the packaging. A wholesale carton to an Austrian distributor and an online consumer order therefore need their own review. Do not copy a wholesale exemption or responsibility statement into your retail dispatch policy.

What makes the representative different from a delivery contact?

Section 16b of Austria’s Packaging Ordinance specifies a representative established in Austria, an Austrian address for service and a certified power of attorney in German or English. It allows one representative for the foreign distance seller and addresses quarter-end effectiveness of appointments and changes. These are legal appointment conditions. An Austrian return address, customer-service mailbox or home-based packing contact does not establish that those conditions have been fulfilled.

Before accepting a proposal, ask for the representative’s legal identity, the scope of the mandate, registration evidence and the reporting information it will need from you. Confirm which packaging categories and sales channels the appointment covers. Retain the signed documents with your market-entry records, rather than leaving the only copy in a purchasing colleague’s inbox. Someone managing dispatch should be able to identify the responsible provider when packaging or sales arrangements change.

The sender who packs orders needs a different instruction: which carton, protective material and product packaging to use for each approved packing recipe. You may work with the same business for several services, but the roles still need explicit agreement. Never infer that a fulfilment conversation includes a statutory representative appointment. A packer can produce useful material records without having accepted the legal obligations of an authorised representative.

Did the August 2026 EU rules replace the Austrian appointment?

Austria’s EDM legal-basis page says Regulation (EU) 2025/40 entered into force on 11 February 2025 and generally applies from 12 August 2026. It explains that only certain duties apply at that initial stage and that national obligations continue where they do not conflict with the PPWR. That official transition guidance does not support a blanket statement that Austrian packaging responsibilities disappeared in August.

Treat the transition as a reason to confirm the current mandate and reporting process. Ask your provider which duties apply to your packaging now and which future changes require work. Keep the date of that advice. A checklist copied from an earlier launch may describe the old national regime without the transition, while an undated summary of future EU rules may describe requirements that are not yet applicable to your products.

For a UK shop, separate the launch decision from future packaging redesign. You need a workable responsibility arrangement for goods you sell today. A longer project might examine material choices, supplier specifications and upcoming product requirements. Recording those as separate tasks helps the dispatch team know which cartons are approved now, instead of holding every order while someone researches every future rule in the regulation.

Which records should the person packing orders give you?

USP says the representative reports the masses of packaging and relevant single-use plastic products placed on the market. Your operational records should therefore be capable of supporting the categories and quantities your appointed provider requests. A count of parcels alone does not describe the materials used. Equally, the combined parcel weight includes the goods and cannot be treated as the packaging mass.

Use a repeatable packing recipe where the product permits it. Measure the packaging components separately, record the recipe version and link dispatches to it. If the sender runs out of the approved carton, ask them to identify the replacement before you assume the material record is unchanged. A carton that is physically suitable for shipping may contain a different quantity or mix of material for reporting purposes.

A simple calculation can help check the arithmetic: recipe weight in grams multiplied by the number of relevant uses, divided by 1,000, gives kilograms. That is a measurement method, not a legal reporting instruction. Your representative must confirm the reportable scope, categories and adjustments. Keep returns, cancellations and packaging reused in another movement identifiable so that you can apply its instructions rather than improvising a net figure from total sales.

Does keeping stock with an Austrian sender transfer the duty?

Do not assume that it does. Moving stock changes the physical supply chain and can change which transactions need assessment. Explain the full arrangement to the representative: a UK business owns the goods, a person in Austria holds an agreed batch, and consumer orders are packed from that stock. Ask who is responsible for the packaging introduced at each stage and document the answer. Local dispatch does not, by itself, establish an Austrian legal seat or a packaging mandate.

In AirPost’s fulfilment network, a verified sender can hold your agreed stock, accept orders, print labels, pack them and drop them at a parcel point. The goods stay yours. You arrange the working relationship and packing requirements with that person. Use the Austrian local-stock guide to assess that operational option, then have the packaging and import responsibilities checked for the arrangement you select.

Which costs belong beside your Austrian postage budget?

Start with a known AirPost component. The shared pricing constants checked on 19 October 2026 recommend €2.25 as the small-parcel sender fee, with €0.85 as the platform component. Their sum is €3.10 before carrier transport, materials and any packaging-compliance services. It is an illustrative dispatch component using the recommended fee; the sender sets their own actual rate.

Then obtain the separate representative and collection-system terms relevant to your business. Record whether a provider quotes appointment work, recurring administration or material-based licensing, and what reporting it expects. Do not invent a per-order compliance fee by spreading an unknown annual price over an assumed sales forecast. Once you have a real quote, divide its fixed component by your own planned Austrian orders to assess the launch, keeping variable charges separate.

Maintain distinct budget lines for transport, packing, packaging materials, representative services and applicable customs or tax work. When the shipping quote already contains the AirPost platform fee, count that fee once. The UK-to-Austria customs-evidence article covers a separate border task. Completing that paperwork does not demonstrate compliance with packaging obligations, just as appointing a representative does not buy an outbound shipping label.

Frequently asked questions

Does Austria packaging law apply to UK webshops?

Foreign distance sellers supplying packaged goods directly to private end consumers in Austria fall within the official representative guidance. Review the actual business arrangement, including whether you have an Austrian establishment.

Can my Austrian packer be my packaging representative?

Packing work alone does not establish that role. The representative must meet the statutory conditions and accept the formal appointment. Agree the legal mandate separately from storage and dispatch.

Is the Austrian packaging representative optional?

USP describes appointment as mandatory for the defined category of foreign distance sellers. Different supply arrangements, including wholesale imports, require their own assessment.

Did PPWR end Austria’s packaging regulations in August 2026?

No blanket cancellation follows from Austria’s published transition guidance. EDM says compatible national obligations continue while the PPWR becomes applicable. Confirm the requirements for your current sales and packaging.

Can I report the total parcel weight as packaging?

Total parcel weight includes the goods. Keep component and material records that support the reporting method agreed with your representative, rather than equating shipment weight with packaging mass.
