In short
- For a Canadian webshop outside BC, one PST registration scenario uses more than C$10,000 of relevant BC revenue in the previous or expected next 12 months. That is not a universal safe harbour: targeted solicitation or taxable stock held in BC can trigger other registration scenarios below that amount.
- The federal C$30,000 GST/HST small supplier limit does not replace BC’s provincial registration rules.
- Courier delivery counts as delivery into BC for the remote-goods scenario. You do not need to drive the parcel across the boundary yourself.
- Marketplace collection concerns qualifying facilitated transactions. Direct webshop orders require their own registration assessment.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
You run your store in another Canadian province, accept an order from a BC buyer and send the goods by courier. Before asking which tax rate to enable, establish whether you are a BC PST collector. A national revenue threshold, a marketplace collecting tax and a local packing address answer different parts of that assessment.
This article covers physical-goods sellers located in Canada outside British Columbia. It uses BC’s registration guidance, particularly Bulletin PST 001, checked on 14 October 2026. Foreign sellers, software, leases and regulated product categories have other scenarios. Read the branch matching your actual operations rather than applying the most convenient number on the page.
When does the C$10,000 revenue scenario apply?
Scenario 3 in Bulletin PST 001 concerns businesses outside BC but within Canada. Its conditions combine selling taxable goods to BC customers, accepting their orders, delivering the goods to BC locations, and meeting the specified revenue threshold. Delivery through a third party such as a courier is included. An online order followed by carrier delivery can therefore satisfy the operational conditions.
The revenue condition is more than C$10,000 in the previous twelve months or estimated revenue above C$10,000 in the next twelve months. The stated measure includes all retail sales and leases of goods and sales or provisions of software and telecommunication services to BC customers. It is broader than a spreadsheet containing only PST-taxable physical products.
Track both the historical amount and the forward estimate. A store can meet this scenario based on expected qualifying revenue without waiting for its bank deposits to cross the number. Keep the forecast’s basis: actual orders, signed arrangements or another supportable expectation. Exactly C$10,000 is different from more than C$10,000 in this particular test, but other scenarios may still apply.
Can targeted BC advertising require registration earlier?
Yes. Scenario 1 separately addresses a Canadian seller outside BC selling taxable goods, accepting BC orders, delivering into BC and soliciting people in BC for orders. That scenario does not present the Scenario 3 revenue threshold. Do not interpret low BC sales as an exemption without checking whether your promotion already satisfies the solicitation branch.
The bulletin distinguishes a website accessible worldwide that does not target BC from solicitation through other means, including targeted internet advertising, promotional flyers or newspaper advertising. Keep records of your campaign targeting, not just the storefront URL. A store with no BC-specific promotion and one actively targeting BC buyers can need different assessments even with similar receipts.
Before launching a geographically targeted campaign, include provincial tax registration in the launch checklist. Save the targeting configuration and date, review the matching bulletin conditions, and arrange collection before delivering goods when required. Turning off a tax setting because sales are still modest is not an answer to an obligation arising from another registration scenario.
| Your Canadian selling setup | BC rule to review | Practical consequence |
|---|---|---|
| Outside BC; accepts BC orders; courier delivery; no targeted solicitation | Scenario 3 and previous/expected twelve-month revenue | Test the specified BC revenue measure against more than C$10,000 |
| Outside BC; taxable goods, BC orders and delivery; targets BC buyers | Scenario 1 solicitation conditions | Do not assume a general C$10,000 exemption |
| Outside BC; holds taxable inventory in BC for BC orders | Scenario 4 inventory conditions | Review registration before selling that BC-held stock to BC customers |
| Sells only through a qualifying marketplace facilitator | PST 142 facilitated-transaction rules | Verify who collects and preserve transaction evidence |
| Marketplace sales plus direct website orders | PST 142 together with PST 001 | Assess the direct channel separately |
What changes if someone holds your inventory in BC?
Scenario 4 addresses businesses outside BC, in or outside Canada, selling taxable goods to BC customers, accepting their orders and holding those goods in inventory in BC at the time of sale. The bulletin gives a BC fulfillment house as an example. Registration is required before selling the BC-held goods to a BC customer when the scenario conditions are met.
This branch does not state the same C$10,000 revenue condition as Scenario 3. Review the stock location before moving merchandise, rather than treating fulfillment as a purely shipping-cost choice. The distinction is where the goods are held at sale, not whether your head office changes address or whether you rent a warehouse in your own name.
AirPost’s copy describes a local sender holding shop stock, preparing orders and dropping parcels off. If you arrange that model with goods physically held in BC, review the BC inventory branch before taking BC orders. This is a conditional tax assessment, not a claim that a particular BC sender or route is currently available. Confirm the actual arrangement and stock location.
Does a marketplace collecting PST cover your whole business?
Bulletin PST 142 explains that a qualifying online marketplace facilitator is required to collect PST on facilitated taxable transactions, so the seller does not separately register and collect on those transactions merely for that reason. It also says sellers may need registration on sales outside such a marketplace, including their own website or physical location.
Keep a channel field on every order. Identify the marketplace facilitator, the transaction tax and who is responsible for remitting it. An order paid directly through your own store cannot borrow the collection status of a different marketplace order. Hosting software and payment processing also do not, by their names alone, establish that a transaction is covered by the facilitator rules.
The BC bulletin states that marketplace sellers remain jointly and severally liable for PST not collected and remitted by the facilitator on their sales. Preserve reports and agreements, rather than discarding tax details because another party collects. When calculating registration measures, follow the actual bulletin wording and review all relevant channels; do not invent a net-payout exclusion.
What does shipping add to the customer’s PST calculation?
For taxable goods delivered from outside BC into BC, Bulletin PST 302 includes delivery charges in the taxable purchase price; when title transfers does not change that particular delivery rule. Being an Alberta seller does not make the transport charge exempt merely because Alberta has no provincial sales tax. Exempt goods and mixed shipments need their own handling.
AirPost’s Canada-to-Canada rate page, retrieved on 14 October 2026, displayed a small Canada Post Expedited Parcel from approximately C$13.70 including the platform fee. It is a general domestic budget reference, with sender remuneration additional. Obtain the actual origin-to-BC quote before deciding your customer delivery charge; this reference is not a verified Alberta-to-BC price.
For a checkout exercise, if your pre-tax customer delivery charge for fully PST-taxable goods is C$13.70, ordinary 7% BC PST on that component is C$0.96 rounded. Customer delivery plus PST is C$14.66 before any separately applicable GST. The exercise concerns tax on your sale, not the tax content of the purchased AirPost service. The quote’s platform fee is already included.
BC PST does not become a federal ITC. Keep provincial tax collected separate from GST/HST and from carrier costs. The live shipping page also describes its Canadian-dollar amount as an ECB-based conversion with payment in euros. Use actual invoices and currencies for supplier accounting rather than assigning Canadian purchase tax from the displayed budget.
What records do you need before submitting registration?
Describe the goods and channels
List taxable and exempt product categories, direct sales and facilitator sales. Identify who accepts orders and who delivers them.
Save revenue and solicitation evidence
Prepare the previous twelve months and a supportable next-twelve-month estimate. Retain records of BC-directed promotion.
Map inventory at sale
Record where each stock pool is held and whether BC customers buy from BC-held inventory.
Use the official application route
Follow BC’s register page and eTaxBC process. Set checkout collection from the required point and retain the account confirmation.
BC says failing to register does not remove a required collector’s obligation to collect and remit. Do the assessment before fulfillment, and keep a written explanation if you conclude registration is not required. The GST/HST small supplier guide covers the separate federal account. AirPost’s seller page explains the operational stock and packing model you can compare after this provincial review.
Frequently asked questions
Is the BC PST registration threshold always C$10,000?
No. That threshold belongs to specified scenarios. Targeted solicitation and BC-held inventory have separate conditions that do not use the same revenue requirement.
Does expected BC revenue count for registration?
Yes under Scenario 3: the bulletin tests relevant previous twelve-month revenue or estimated next-twelve-month revenue above C$10,000.
Can I deliver through Canada Post without triggering the delivery condition?
No. Delivery through a third party such as a courier is included. The seller does not have to transport the goods personally.
Am I exempt from BC PST because I am a GST small supplier?
Federal small supplier status does not settle BC PST registration. Review the provincial goods, order, delivery, solicitation and inventory conditions.
Does marketplace tax collection cover orders from my own website?
Not automatically. Qualifying facilitator rules cover their facilitated transactions. Sales outside that marketplace require a separate assessment.
