In short
- For a Norwegian import order on which Etsy collected VAT, send Etsy’s 7-digit VOEC number, 2021137, electronically to the carrier. Use the marketplace tax record for that order; your own webshop number does not replace it.
- Etsy’s Norway guidance covers eligible standard-rate goods shipped from outside Norway and excludes food, drink and excise goods from its checkout collection.
- With the PayPal arrangement described by Etsy, collected VAT can enter the seller payment and then appear as a charge on the Etsy statement.
- Etsy Payments refunds can normally be issued after payment processing and before 180 days have passed; a refund alone does not cancel the order.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
An Etsy order can reach the same packing table as an order from your own website. That is where a shop-wide tax default becomes risky. The parcels share an address country and perhaps the same product, but the VAT collector can differ. Give the person preparing the label an order-specific instruction that identifies the sales channel, collection evidence and number to use. A product SKU cannot answer those questions.
This guide follows an actual Etsy sale being imported into Norway. It does not assume every sale to a Norwegian buyer qualifies or that every label tool can transmit the necessary data. Its extra work is the marketplace handoff: how to keep the collector, payment record and parcel connected when several systems or people touch the order. For the general electronic shipment requirements, use the Norway VOEC parcel guide.
Did Etsy collect Norwegian VAT on this particular order?
Read the order’s payment information before selecting the number. Etsy’s physical VAT guidance describes collection where the seller is outside Norway, the shipping address is Norwegian, the items are below NOK 3,000 and the goods use the standard 25% rate. It also says it does not apply this import collection to goods located in Norway. A customer’s nationality alone therefore does not establish the import treatment.
Use the actual fulfilment location, not just the country on your seller profile. If you hold the product inside Norway, a domestic shipment has a different tax question. If an order contains candy or chocolate, Etsy specifically places food and drink outside its Norwegian collection conditions. Stop and review the product and payment record rather than copy the tax instruction from an ordinary craft order.
Keep a visible status for orders that have not yet been classified. “Norway” should not automatically mean “use Etsy VOEC” in a shared packing spreadsheet. Prefer an instruction such as “Etsy collected Norwegian VAT; use marketplace identifier” linked to the original receipt. When there is no collection record, do not invent one by inserting the public number into a blank field. Identify the correct ordinary import or other applicable treatment first.
How do you stop two sales channels from sharing the wrong number?
| Order situation | Handoff decision | Evidence used |
|---|---|---|
| Etsy imported order with Norwegian VAT collected | Use Etsy’s VOEC identifier for the electronic booking | Etsy receipt and order tax record |
| Direct website order with your own valid VOEC collection | Use the identifier belonging to your reporting arrangement | Direct order record and business registration |
| Goods already situated in Norway | Review domestic tax treatment; do not infer VOEC import collection | Actual stock and dispatch location |
| Etsy order without a confirmed VAT collection record | Pause tax-number selection and classify the transaction | Product eligibility and actual payment information |
Keep the identifier beside the order, not pasted into the product description. The same item might be sold directly tomorrow, or packed from a different stock location. In your dispatch instructions, distinguish the customer-facing seller from the organisation collecting marketplace VAT. Preserve the Etsy order reference while adding your own warehouse or sender reference, so a packing question can be answered from the right receipt.
This matters when a colleague combines work into a single export. A label batch may be sorted by carrier or destination, removing the visual distinction between channels. Include collection ownership as a column that survives the export. Before booking, compare that column with the tax-number input for each order. Changing the shop’s global number to fix one Etsy parcel can damage direct orders in the same batch.
What must you give the carrier when someone else packs?
Etsy requires electronic transmission of its number for imports on which it collected VAT. Its guidance gives the postal ITMATT field sender.identification.reference and directs courier users to the instructed EDI field. Supply the seven digits without extra characters. Ask the chosen booking service where that data is entered and what confirms its acceptance. A printed marketplace receipt should not be treated as proof that the electronic booking received the identifier.
Release the marketplace record
Give the packer the order reference, actual goods, quantities, values and dispatch location. Keep the collector instruction attached to this order.
Identify the booking field
Confirm how the selected postal or courier service accepts Etsy’s identifier. Do not substitute an address line or a generic comment without confirmed instructions.
Match carton and shipment
Check the physical contents against the declared goods. Retain the parcel reference beside the Etsy order, including any legitimate separate shipments.
Return dispatch evidence
Save the carrier booking and tracking reference with the sale so a later payment or delivery complaint can be investigated by parcel.
If the packer substitutes an item, return the order to you for review. The original eligibility decision concerned the original goods. A gift note, extra food item or product supplied from another location can change the facts. Give the packer a concrete stop rule: missing product value, unclear number or unexpected contents must be resolved before handover. The person holding the carton should not have to decide which organisation reports your VAT.
Why might the PayPal payment contain tax you do not keep?
Etsy describes a PayPal flow in which it sends the Norwegian VAT collected to the seller as part of the payment, then adds the tax to the seller’s Etsy statement for remittance. If that is your payment arrangement, the cash receipt alone can overstate money available for stock or postage. Reconcile the order tax line with the statement charge instead of treating all incoming cash as sales income you retain.
Preserve three records together: the buyer’s order total, the payment you receive and the marketplace statement adjustment. Explain any difference by named components. Do not solve a mismatch by removing the tax column from the sales export. The tax belongs to the collection and remittance trail even if the payment route passes it through your account. Other payment arrangements must be reconciled from their own actual statements, without importing assumptions from this PayPal example.
A multi-channel shop should also keep marketplace-collected tax separate from its own VOEC reporting dataset. This is an operational classification step, not a claim that every marketplace payment is exempt from all your local accounting obligations. Retain the evidence of who collected and remitted the tax so your bookkeeper can apply the correct treatment. Do not let a dispatch export become the only sales ledger.
What does packing cost before you consider marketplace tax?
Using AirPost’s price constants checked on 14 October 2026, the small-parcel recommended sender fee is €2.25. Add €0.85 platform cost and the planning subtotal is €3.10 per outbound dispatch, before its label and other applicable costs. A sender’s agreed price can differ. This calculation is about fulfilment components, not a Norwegian carrier quote, Etsy fee or VOEC tax amount.
Keep that subtotal in the order’s cost record while the Etsy tax stays in the marketplace record. The AirPost seller page describes storing stock with a sender who packs and hands over orders. Agree the order handoff before using that arrangement for marketplace sales. This article makes no claim that an Etsy order is automatically imported into AirPost or that any particular carrier booking already supports Etsy’s VOEC identifier.
If a refund occurs after dispatch, review the customer refund and completed fulfilment separately. Cancelling a marketplace sale does not establish that a carrier label or packing charge has been reversed. Match the actual credit or cancellation record for each cost component. For a broader postage comparison, the Norway shipping-cost article explains why parcel characteristics and origin belong in the transport budget.
How do you handle a refund without losing the tax trail?
Etsy’s refund instructions permit full or partial refunds through Shop Manager. For Etsy Payments, the payment must have been processed and the refund must be issued before 180 days have passed after processing. The page also distinguishes a refund from cancelling an order. Record what you did rather than assume a financial reversal changed every order status.
For a buyer reporting VAT paid again at the border, collect the itemised second-payment evidence and the Etsy receipt before deciding the remedy. A marketplace-collected tax line needs marketplace-specific handling; do not automatically deduct it from your own VOEC return. Ask Etsy support to resolve the tax component where necessary, keep the case reference and confirm the actual refund visible to the buyer. Treat a carrier handling charge as its own claim.
Frequently asked questions
What is Etsy’s Norway VOEC number?
Etsy’s official seller guidance lists 2021137. Use it for the relevant Norwegian imports on which Etsy collected VAT and pass it electronically through the instructed carrier field.
Can I use my webshop’s VOEC number on an Etsy order?
Do not replace the marketplace collector’s identifier on an order where Etsy collected VAT. Keep the actual collection evidence and route the order by sales channel.
Does Etsy collect VOEC VAT for stock already in Norway?
Its import-VAT guidance says it does not apply this collection to goods located in Norway. Review the domestic sale and actual stock location separately.
Why does my PayPal settlement appear to include Norwegian VAT?
Etsy describes passing collected tax to the seller with PayPal payment and then charging it on the Etsy statement for remittance. Match both records before treating the cash as available revenue.
Does refunding an Etsy order cancel it?
No. Etsy distinguishes refunding from cancellation. Record both actions where relevant and check the separate carrier and fulfilment cost records.
