VOEC VAT return: reconcile Norwegian orders before filing

Close your Norwegian VOEC quarter with nil returns, correction rules, payment evidence and an order reconciliation that keeps fulfilment costs separate.

In short

  • File and pay your VOEC VAT return by the 20th of the month after each quarter ends. You must also file a return for a quarter with no sales; a Saturday or Sunday deadline moves to Monday.
  • For Q3 2026, the ordinary filing and payment deadline is 20 October 2026.
  • A replacement return changes the latest period; corrections to earlier periods belong in the correction fields of the most recent return.
  • Match the submitted return to its payment instructions and keep Norwegian VAT separate from marketplace settlements and packing costs.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

The awkward part of closing a Norwegian quarter is usually the export from your shop. Orders, refunds, carrier bookings and bank settlements describe different events. A payment provider may pay you after the sale, subtract its fees and combine several currencies. If you use that payout as your sales report, you lose the connection between the customer’s purchase and the VAT you collected. Build the return from the order records, then use the settlements to check that the money moved.

This workflow is for a business already registered in VOEC and reporting its own eligible consumer sales. It does not decide whether a marketplace reports a particular transaction or whether Norwegian stock requires another VAT arrangement. Resolve those classifications before closing. The existing Norway VOEC dispatch guide covers electronic shipment data; this article follows the sale into the quarterly return.

Which dates go in your closing calendar?

Skatteetaten’s shipment guidance lists the recurring deadlines as 20 January, 20 April, 20 July and 20 October. Its quarterly-return page confirms that reporting and payment share a deadline and that a weekend deadline shifts to Monday. Schedule both tasks. A completed form with an unpaid balance is not a completed quarter.

Sales periodOrdinary deadlineWhat to close
January–March20 AprilSales, tax, refunds and previous-period corrections
April–June20 JulyThe same records for this period, with their own evidence
July–September20 OctoberQ3; 20 October 2026 falls on a Tuesday
October–December20 January of the following yearYear-end quarter; keep it separate from January sales
Recurring VOEC deadlines. Apply the official weekend adjustment when relevant; verify the deadline shown for your actual return.

Choose an internal closing date that leaves time to investigate an unexplained difference and complete the payment. Keep it distinct from the legal deadline. There is no useful universal promise that every bank transfer arrives within a particular number of days. Use the current payment instructions and your bank’s actual process. Save the confirmation where the person responsible for the return can find it, rather than leave it only in a bookkeeper’s inbox.

How do you build a sales export you can actually reconcile?

Start with order identifiers and the original amounts. Include the sales channel, sale date, currency, goods amount, customer delivery charge, VAT collected and any refund reference. Keep cancelled orders visible with their status. Removing them from the export makes a later comparison with payment-provider activity harder because the cancellation still appears in the money records. These are suggested working fields, not a claim that every field is a separate portal requirement.

Add a column explaining who collected the Norwegian VAT. Your direct-shop sale and a marketplace sale can look identical on the packing bench while having different reporting ownership. Retain the platform’s order evidence instead of deciding from the destination alone. Do not automatically put every parcel addressed to Norway into your own return. Equally, a shipment that has not yet been packed should not disappear from the sales review just because the tracking number is blank.

Record the conversion method used for reporting, with the exchange-rate source and applicable date. Skatteetaten permits specified rate providers and alternative reporting conversion points, but requires you to keep using the chosen provider and timing. Your export should therefore contain enough information to reproduce the result. Preserve the original currency value beside the NOK calculation; an overwritten price leaves you unable to distinguish a conversion error from an amended order.

What belongs in the return, and what belongs in your margin calculation?

Skatteetaten asks you to distinguish goods sales from services in the return. A parcel shop should not put its goods turnover into the services field simply because a software export calls everything “revenue”. Use a working summary that keeps the categories visible. Where your business also supplies services, carry the classification from the sale record through to the relevant reporting field instead of merging the categories at the last step.

Customer delivery charges and your purchase of fulfilment are separate records. The shipping guidance says extra costs charged on the sale belong in the VAT calculation. That does not mean you subtract the carrier bill, packer payment or platform charge from the customer’s taxable payment. Your order margin needs those costs; your tax calculation follows the applicable sales rules. Keep separate totals so the bookkeeping software cannot silently net them.

For an AirPost small-parcel calculation, the platform component is €0.85 and the recommended packing component is €2.25. Together they are €3.10 before the label and any other applicable costs. This is a per-dispatch planning calculation from AirPost’s constants checked on 14 October 2026; the sender’s actual fee is agreed separately. It is not a Norwegian postage quote or the customer’s delivery charge.

Put that handling subtotal in the fulfilment-cost column. Put the customer’s actual delivery payment in the sales column. If you charge a delivery amount that differs from your cost, retain both amounts rather than force them to match. AirPost’s webshop fulfilment page explains the packing arrangement. Neither the packing arrangement nor a label purchase submits your VOEC return for you.

Which kind of correction are you making?

The official return page separates two cases. To amend the latest quarter, submit a new return: the latest submission is the one that applies. To change an earlier period, use the correction fields in the most recent return. Write the affected period and reason into your working file before entering anything. Without that note, a colleague can mistake an earlier-period adjustment for a reduction of this quarter’s ordinary sales.

SituationOfficial route or working actionEvidence to retain
Latest period submitted with an errorSubmit a replacement return for that periodOriginal calculation, corrected calculation and latest submission
An older period needs amendmentUse earlier-period correction fields in the most recent returnAffected quarter and the sale or calculation causing the change
Customer paid VAT twice at importFollow the documented purchase-VAT refund and quarterly deduction procedureCustomer’s second-payment evidence and your refund evidence
Refund not yet matched to an orderInvestigate before treating it as a tax adjustmentOriginal order, reason, refund date and payment reference

For double VAT, Skatteetaten’s shipping instructions require proof that the customer paid again and documentation of your refund of purchase VAT; the refund can then be deducted in the next quarterly report. Keep the carrier’s clearance charge separately identified. A screenshot of an unexplained total is weak evidence because it may combine tax and a service fee. Ask for the itemised document and link it to the original sale before recording the adjustment.

Can you skip a quiet quarter or hand the filing to someone else?

A registered business must submit every quarter, including one without sales. Create a positive closing record for an empty quarter: confirm that the relevant sales channels were checked and that any adjustments were considered. The result might be a nil return, but silence is not evidence of that review. Keep the submission receipt with the same naming convention as the quarters that contain turnover.

Skatteetaten lets another user report for the business. That person first creates a VOEC user and logs in; you then grant access using their VOEC username. The page warns that the person can report and make other changes at your level. Decide who reviews the numbers and who confirms payment, and review access when a bookkeeper leaves. Avoid making a shared password the only way the quarter can be closed.

Older search results can still point to Altinn’s RF-1292 form. The official Altinn notice says that quarterly reporting there ended on 18 December 2023 and directs users to Skatteetaten’s new solution. Save the current official login link in your closing instructions. A familiar bookmarked form is not evidence that it remains the right submission channel.

What should you save when the quarter is finished?

  1. Freeze the calculation

Save the reviewed order export, currency method, category totals and correction schedule as the version used for this submission.

  2. Save the effective return

Keep the submission receipt and identify the latest version if you filed a replacement. Mark older versions as superseded in your own records.

  3. Complete the payment trail

Match the amount and reference to the instructions shown with the return, and attach the bank confirmation.

  4. Carry exceptions forward

Record unresolved customer documents and their owner so the next quarter does not accidentally repeat or lose an adjustment.

Frequently asked questions

When is a VOEC return due?

The regular deadline is the 20th of the month after the quarter: January, April, July or October. A Saturday or Sunday deadline moves to Monday; payment is due on the same date.

Do I submit a VOEC return with no sales?

Yes. Registration carries a quarterly filing obligation even when you sold nothing. Check whether any corrections are needed before treating the quarter as empty.

How do I correct a submitted VOEC return?

Replace the latest period by submitting a new return. Changes to earlier periods go in the correction fields of the most recent return, according to Skatteetaten.

Can my accountant submit the return?

You can grant another VOEC user access using their username after they have created a user and logged in. Check the authority granted because it includes other changes at your level.

Can I use the old Altinn VOEC form?

The official notice redirects quarterly reporting to Skatteetaten’s current solution. Use the current official submission route rather than an old saved form.
