In short
- A Canadian small supplier making qualifying taxable supplies can register voluntarily for GST/HST, but must normally remain registered for at least 1 year. The decision should compare eligible input tax credits with tax absorbed in fixed customer prices and the ongoing work of filing returns.
- Voluntary registration starts collection obligations from the effective date; it does not give you purchase-tax recovery while leaving ordinary taxable sales untaxed.
- Inventory and equipment held at registration can have special ITC treatment. Old completed services are not all automatically recoverable.
- A shipping budget is not an ITC document. Use the actual supplier tax, commercial use and supporting invoice.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
You can be below the compulsory GST/HST threshold and still have substantial tax on stock, equipment and business services. Recovering that tax sounds attractive. The other side is your selling price: if the customer’s total stays fixed, part of what was previously revenue becomes collected tax. Your store needs both sides of that calculation before opting in.
This guide concerns voluntary registration under Canada’s regular GST/HST system, with CRA sources checked on 14 October 2026. First establish that registration remains optional. If you have already crossed a mandatory threshold, a profitability comparison cannot postpone the required effective date. Provincial PST accounts remain a separate question.
Can your small webshop register before it has to?
The CRA allows voluntary registration when you make taxable sales, leases or other supplies in Canada. A business providing only exempt supplies generally cannot register. Zero-rated supplies are taxable at 0%, so a store selling qualifying zero-rated goods is different from one making only exempt supplies. Start by classifying what you actually sell.
For a small supplier, the effective date is usually the date of the request and can generally be up to 30 days earlier. A corporation’s effective date cannot precede incorporation. Choose the proposed date from a documented transaction history, not just the oldest receipt you would like to recover. Save the CRA’s confirmation and align your checkout with the confirmed date.
Voluntary registrants must collect applicable GST/HST, remit it and file regular returns. They normally stay registered for at least one year before cancellation unless commercial activities stop. Treat that as a continuing operating decision. A slow month does not let you become unregistered for that month and then resume credits when a new stock purchase arrives.
Will customers pay more, or will you retain less revenue?
For each selling channel, decide whether prices are tax-exclusive or fixed as customer totals. Adding applicable GST/HST to a tax-exclusive price preserves its pre-tax revenue, although the customer pays more. Holding a final consumer price unchanged absorbs the tax within that price. Your registration benefit depends partly on which of those promises your shop makes.
Business buyers may be eligible to recover tax through their own ITCs, but do not assume every buyer is registered or every purchase qualifies. A wholesale customer’s invoice requirements also differ from a casual consumer’s needs. Ask for the information necessary to issue the correct document rather than interpreting a business email address as proof of recoverability.
Delivery offers can expose this price effect clearly. An advertised fixed shipping total is a customer promise just like a fixed product price. If your checkout starts adding tax while the shipping policy still describes an all-inclusive total, the documents disagree. Update the offer and invoice convention together at the registration transition.
How does registration affect a C$13.70 shipping-price exercise?
AirPost’s Canada-to-Canada options displayed a small Canada Post Expedited Parcel from approximately C$13.70 on 14 October 2026, including the platform fee. The sender’s agreed fee is extra. Use C$13.70 here only as a dated numerical reference for a customer delivery-price exercise, not as a statement of Canadian tax on the AirPost invoice.
| Customer price policy | 5% GST arithmetic | 13% HST arithmetic |
|---|---|---|
| C$13.70 delivery before tax | Tax C$0.69; customer total C$14.39 | Tax C$1.78; customer total C$15.48 |
| C$13.70 delivery with tax included | Tax C$0.65; pre-tax revenue C$13.05 | Tax C$1.58; pre-tax revenue C$12.12 |
| Amount available to cover purchased delivery | Use the pre-tax revenue, then actual eligible purchase credits | Use the pre-tax revenue, then actual eligible purchase credits |
For an unchanged final total, calculate included tax as total × rate ÷ (100 + rate). C$13.70 × 5 ÷ 105 gives C$0.65 rounded; multiplying by 13 ÷ 113 gives C$1.58. These figures are the tax absorbed in that customer charge. They are not the ITC you can claim on whatever transport invoice your store receives.
The live route page explains that Canadian-dollar display amounts are converted using the ECB daily rate and payment is in euros. Keep the actual invoiced currency and tax treatment in your books. A foreign invoice may not carry Canadian GST/HST at all. Model recovery only from tax genuinely paid or payable and eligible under the Canadian rules, rather than assuming a percentage of every shipping cost.
Which purchase taxes can you actually recover?
Under the normal ITC rules, the property or service must be acquired for your commercial activities, you must be a registrant in the relevant reporting period, and the GST/HST must be paid or payable by you. You also need the required supporting information. Personal spending, another person’s tax and a supplier amount labelled only “fee” do not meet those conditions automatically.
Build a purchase-tax review by supplier and invoice. Separate merchandise, shipping, packing, equipment and other services so each can be assessed. Record business use and the registration-date relationship. Do not put an entire bank-card statement into an ITC total just because the card is called a business card. The evidence concerns the supplies purchased and their actual tax.
Your accounting method matters. The CRA says the quick method generally does not allow ITCs on operating expenses, although certain capital purchases can qualify. A forecast assuming ordinary expense ITCs is therefore unsuitable if you adopt that method. Decide which accounting approach the comparison uses before treating the forecast as a benefit of registration.
What about stock and equipment bought before registration?
CRA Memorandum 8-5 describes special rules when a small supplier becomes registered while holding property for commercial activities. The relevant amount can be the property’s basic tax content rather than all the original tax. Retain a dated list of stock and equipment held immediately before registration, with purchase invoices and any necessary valuation evidence.
The CRA’s computer example shows why this distinction matters. The computer originally cost C$2,200 plus C$110 GST and was worth C$1,100 at registration. Its calculated basic tax content is C$55, using the example’s stated assumptions. Registration does not produce a C$110 credit simply because that tax appears on the old purchase invoice.
Services, rent and similar payments spanning the registration date require apportionment under the transition rules. A prepaid service continuing after registration is not identical to a completed service consumed before it. Mark the period covered by each invoice and distinguish remaining property from past consumption. Ask your bookkeeper to calculate the applicable transition treatment from those records.
What invoice information should your store collect?
The CRA’s published ITC information table uses total-sale bands below C$100, C$100–C$499.99, and C$500 or more. Its documentation requirements increase across those bands. Supplier identity, date and total are basic fields; the higher bands add tax and registration details, with buyer identity, a description and payment terms in the highest band.
Use that table to design your invoice checklist rather than relying on an old receipt-value threshold. For supplier tax you intend to claim, confirm the supplier’s GST/HST registration where appropriate. A transaction reference can connect the payment to the invoice, but it does not replace the invoice’s description of what was acquired or the required tax information.
Most registrants have a four-year ITC claim window, measured using reporting periods and their return due dates, with shorter limits for specified businesses. This does not make every four-year-old receipt eligible. Eligibility comes first; the window determines when an eligible unclaimed credit can still be claimed. Save a separate column for the first eligible period.

Create a dated inventory and equipment list and a schedule of services spanning the proposed effective date.
Activate one consistent date
Align registration confirmation, checkout, invoices and the purchase-tax ledger. Assign responsibility for returns through the continuing registration period.
The GST/HST threshold guide addresses compulsory registration. To prepare the stock-on-hand evidence, the inventory ledger guide gives a movement-based record. AirPost’s seller page describes arranging packing and dispatch; retain each actual service invoice alongside that operational record.
Frequently asked questions
Can I register for GST/HST voluntarily below C$30,000?
Yes, if you make qualifying taxable supplies under the regular rules. A business making only exempt supplies generally cannot register. Check first whether registration is already mandatory.
Can I claim credits without charging GST/HST after registration?
Registration brings both obligations and potential recovery. You must collect the applicable tax on your taxable supplies, including applying 0% where a supply is genuinely zero-rated.
How long must voluntary registration stay open?
The CRA normally requires at least one year before cancellation, unless commercial activities stop. Cancellation also has its own tax consequences.
Can I recover all tax on old stock and equipment?
Do not assume that. Property held at registration can follow basic-tax-content rules. Services and similar payments spanning the date have separate apportionment rules.
Does a Canadian shipping quote prove I can claim an ITC?
No. The actual supply, supplier invoice, Canadian GST/HST paid or payable, commercial use and registration conditions determine eligibility.
