In short
- CBSA’s commercial-import guidance describes 3 document options: a commercial invoice with the required information, an invoice plus CI1 for missing information, or a completed CI1. Prepare it in English or French and distinguish the purchaser from the consignee when you send US inventory to a Canadian receiving location.
- A packing list describes the physical contents; it does not replace the commercial invoice used for value and duty determination.
- Declare the sale currency and product origins explicitly. A dollar symbol or US ship-from address leaves material facts unresolved.
- For UPS without the applicable paperless arrangement, its instructions call for 3 invoice copies. Use the actual booked carrier’s document requirements.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
A paid order and a carton of replenishment stock both travel from the US to Canada, but the parties on their documents may differ. Your invoice needs to explain the actual movement. Start with who supplies the goods, who buys them, who receives them and who imports them. Then make the item lines agree with the carton and supporting transaction record.
Do you need CI1 if your store already produces an invoice?
CBSA’s invoice memorandum D1-4-1 permits the alternatives summarized above for the commercial shipments within its scope. A familiar store invoice can be usable if it supplies the required information. Its logo or PDF format is irrelevant to completeness. Compare the actual fields against the official requirements before assuming the document produced by your checkout is sufficient.
The official CI1 form is a useful field map. It also accommodates information already supplied on an attached commercial invoice. If your system separates the information across documents, make the connection clear through references. A broker should be able to identify which invoice belongs to the shipment without searching your whole order history.
Do not choose paperwork solely from a generic low-value rule you remember. Document and valuation requirements, origin-certification waivers and duty remission are different provisions. Your carrier or broker should confirm the required submission for this commercial movement. A conservative way to organize the seller’s records is to collect the complete relevant field set, while allowing the declarant to select the proper entry procedure.
Which parties change when a sender receives your inventory?
CI1 distinguishes the vendor, consignee and purchaser. The consignee is the receiving party; the purchaser field is needed when that party differs. If you send stock to a person who will prepare later orders, do not silently name them as the buyer. Establish the transaction and ownership arrangement, then identify the parties accurately. A receiving address is a logistics fact, not a complete explanation of the sale.
For inventory you still own, ask the broker how to document the non-sale movement and determine its customs value. A pro forma invoice can explain a movement without a sale, but it should not manufacture a buyer or a zero value. For an actual sale, retain the price paid or payable and supporting order. Keep retail customer orders separate from the replenishment transaction that brought inventory into Canada.
The advance shipping notice guide covers the receiving notice: expected cartons, product references and quantities. That notice helps a sender prepare for arrival, but it serves a different purpose from the customs invoice. Agree who can answer a border query and who can count the delivered goods. Those responsibilities can sit with different people.
What belongs in the item lines and header?
| Field group | What to record | Useful reconciliation |
|---|---|---|
| Transaction references | Invoice reference, order reference and direct shipment date | Identify the active movement after a booking change |
| Parties | Vendor, consignee and different purchaser | Compare with the transaction and delivery instruction |
| Transport | Mode, place of direct shipment and relevant transshipment country | Compare with the booked route |
| Product identity | Specific descriptions, quantity and unit | Match picked goods and the packing list |
| Origin | Origin for each relevant item | Check mixed-origin lines against supplier records |
| Money | Settlement currency, unit price, line value and invoice total | Reconcile with supporting sale or valuation evidence |
| Physical shipment | Package count, net weight and gross weight | Compare with the actual cartons and carrier record |
| Additional valuation information | Relevant charges and adjustments requested in the official fields | Keep supporting amounts identifiable for the declarant |
Avoid letting a software default answer a factual question. A merchant account can automatically copy a company address into the exporter field or a warehouse country into origin. Test that behavior before using the template for Canadian orders. If different people own product data and shipping data, name the source of each field so a correction can be made in the right record.
Check units before checking arithmetic. A case quantity paired with a per-piece price will give the wrong line value. Make the unit explicit and reconcile each line to the actual order or supported non-sale valuation. A packed carton may contain several item lines; its shipping weight should not be copied as the net weight of every product. Keep those quantities distinguishable during the handover.
Why are origin, transshipment and settlement currency different fields?
D1-4-1 separates the country of transshipment from goods origin. It explains that packaging, sorting and splitting may be insufficient to confer origin. A product imported into US stock and later shipped to Canada therefore does not acquire US origin simply because your team repacked it. For mixed-origin goods, CI1 directs you to identify the relevant origins against the item details.
Settlement currency is also explicit on CI1. Record USD or CAD according to the actual transaction rather than relying on a bare dollar sign. Preserve the payment or contractual evidence that supports the amount. The broker’s conversion for Canadian value for duty is a later calculation; it should not overwrite the original transaction currency and make the sale impossible to reconcile.
The HS versus HTS guide helps explain classification terminology, but Canadian import treatment needs the Canadian tariff record. In October 2026, also check the current US-origin surtax notice. Accurate origin and product identity matter even on a low-value movement. An invoice showing a country is evidence input, not a conclusion that a preference or exemption applies.
When does paperless booking change what you print?
UPS’s US international forms instructions explain digital invoice transmission through the eligible account arrangement and otherwise direct shippers to include three copies. Follow the actual shipment’s output and carrier instructions. Do not remove the paper set merely because your store has an account with a software provider that offers paperless shipping in some circumstances.
Paperless still requires the right invoice data. Retain the submitted file or accessible record, the active tracking reference and any relevant transmission confirmation. If the invoice changes after the label is purchased, check how the revised data reaches the carrier before dispatch. A corrected PDF stored on your computer cannot update a declaration that was transmitted earlier without an explicit process.
Give the packing station an instruction tied to the purchased service. Identify which papers attach outside, which copies are retained and who answers an invoice request. Keep cancelled shipment papers away from active cartons. The carrier needs to connect its electronic record or pouch to the correct goods; a physically tidy package can still have the wrong invoice attached.
Should your domestic fulfillment price appear as merchandise value?
A later Canadian fulfillment charge is a cost of dispatching retail orders from stock already in Canada. It is not the price of the products imported in the replenishment carton. Give the broker relevant transport and valuation information for that stock movement, with the evidence needed to classify it correctly. Do not replace an unresolved goods value with the price of a shipping label.
For a separate fulfillment calculation, the AirPost Canadian domestic page showed Expedited Parcel from approximately C$13.70 for small and C$15.85 for medium on October 14, 2026. The medium starting display is C$2.15 higher. Add the agreed sender compensation to either category; the displayed price already includes the platform fee. This arithmetic belongs in your domestic dispatch comparison, not the invoice’s merchandise unit-price column.
The display is converted currency, and the page states that settlement is in euros. Obtain a current price for the packed category and destination before making a purchase decision. AirPost’s preparation model involves sending stock and packaging to a sender who packs and drops off customer orders. Confirm that receiving arrangement and keep its replenishment invoice distinct from the records for later retail dispatch.

Frequently asked questions
Is a Canada Customs Invoice always a separate required form?
CBSA’s commercial invoice guidance describes alternatives. A commercial invoice can supply the full required information, or CI1 can complete missing information. Confirm the procedure for your specific movement with the declarant.
Can a packing list replace a commercial invoice for Canada?
No. UPS distinguishes the optional packing list from the invoice used for valuation and duty determination. Keep the physical-contents record consistent with the commercial information.
What if the Canadian consignee is not my buyer?
Record the receiving party as consignee and identify the purchaser separately where applicable. For your own replenishment stock, explain the ownership and movement instead of inventing a sale to the receiver.
Can I write the US warehouse as country of origin?
Only if that is the supported goods origin. Repacking or sorting in the US may not confer origin. Distinguish dispatch location, transshipment and manufacturing origin.
How many commercial invoice copies does UPS require?
Its cited instructions call for three copies when the relevant digital invoice arrangement is not used. Check the active service’s requirements and retain the submitted record even when handling is paperless.
