In short
- With eBay International Shipping, a US seller pays to get the eligible order safely to the domestic hub; eBay manages the international leg. The US Seller Center lists an item-value limit of $2,500 excluding taxes, duties and delivery fees, so check eligibility before budgeting the order as a hub shipment.
- Free domestic shipping means you absorb the hub-leg expense through the sale price.
- eBay’s final value fee treatment uses the domestic shipping portion rather than the buyer’s entire international delivery charge.
- Keep the US dispatch record and the international shipment record distinct when answering tracking questions.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
An international buyer does not necessarily mean you need to purchase an international label. First identify the shipping arrangement recorded on the eBay order. eBay International Shipping, or eIS, routes an eligible sale through a domestic hub. Direct international shipping is a different job, with a different carrier purchase and documentation. This guide covers a US seller using the hub program, with official rules checked on October 14, 2026.
Which part of an eIS shipment belongs in your seller budget?
The US Seller Center assigns you the task of getting the item safely to the domestic eIS hub. eBay handles the onward international logistics. Build your budget around the actual US dispatch location, the hub address on the order, and the finished package. The buyer’s overseas delivery amount is not the amount you should automatically enter as your own purchased postage expense.
The domestic leg still requires packing, a suitable service and proof of dispatch. If you have advertised free domestic shipping, you still purchase that leg and absorb its cost through the sale. If the listing charges domestic shipping, compare the amount recovered with the carrier purchase and associated fee effect. Do not treat the presence of an overseas checkout charge as evidence that your own postage has already been paid.
| Cost or task | US seller using eIS | What to verify on the order |
|---|---|---|
| Packing the sold item | Arrange protection for the full journey | The item and every component match the listing |
| Shipment to the domestic hub | Buy and supply the domestic leg | Hub address, service and actual origin |
| Buyer-paid domestic shipping | Revenue toward your US leg, subject to applicable fees | The domestic amount in the transaction record |
| Onward international transport | Managed through eIS | The order actually uses the program |
| Destination duties and taxes | Handled through the applicable buyer/program arrangement | The buyer checkout and destination-specific terms |
| An international return | Use the program process and eligibility rules | Hub acceptance and the case route |
Does eBay charge its selling fee on the whole overseas shipping bill?
The US selling-fee schedule gives an eIS exception: the shipping component of the final value fee uses the cost to ship to the US hub. If the listing offered free domestic shipping, no final value fee is charged on shipping. Ordinary selling fees still apply to the relevant sale amounts. A shipping-specific exception should not be read as a fee-free item sale.
The same schedule excludes eIS transactions from its separate international fee rule. For US sellers shipping outside that program, the published international fee can be 1.65% when the relevant buyer or delivery-location conditions apply. Keep that comparison conditional: changing the shipping arrangement changes which rule you must check. Use the actual transaction record to reconcile charges, rather than adding an international fee to every foreign-address order in your bookkeeping template.
Create separate ledger fields for domestic shipping collected, domestic label purchased and eBay selling fees. Keep the buyer’s onward charge in the order record without treating it as revenue you personally receive and spend on the overseas carrier. If you sell through several shipping arrangements, add the arrangement as a field too. Otherwise a sensible formula for a direct export can quietly produce a wrong result on a hub order.
What does a domestic starting quote reveal about free shipping?
For a dated planning reference, the AirPost US-to-US options page displayed USPS Ground Advantage from approximately $7.78 on October 14, 2026. That displayed amount includes the platform fee; the sender’s agreed payment comes on top. It is a starting reference without a matched hub-route quote, and it is not an eIS international label. Confirm the actual address, dimensions, service and marketplace requirements before purchasing.
At that reference amount, free domestic shipping would leave $7.78 of transport-and-platform expense to recover through the sale, plus preparation and materials. Charging the buyer $7.78 would not necessarily recover all of it: at an applicable 13.6% rate, the percentage fee on that charge is approximately $1.06. The domestic portion would leave about $6.72 against the $7.78 reference. This isolates shipping recovery and excludes other order fees and tax effects.
The actionable choice is whether your total selling price supports the actual domestic expense. Do not move the buyer’s overseas transport charge into your price calculator as if it were yours to recover. For the broader domestic calculation and category caveats, see eBay shipping cost for US sellers. Use the same packed specifications across your listing, quote and purchase so the comparison measures a real difference in payment responsibility.
Which listings should you check before promising the hub route?
The US program page specifies eligible categories, an item value up to $2,500 excluding taxes, duties and delivery fees, and inventory physically located in the United States. Verify enrollment in Shipping Preferences as well as the item’s actual shipping options. A seller’s account location and a product’s physical location are different facts. An item held outside the US should not inherit a US hub workflow because its seller has a familiar US account.
A value limit does not approve a product category. The program’s public FAQ excludes restricted items and points to the relevant international-trading rules. Match the sold item to those rules before relying on the program. An ordinary-looking package can contain an item with transport restrictions. Keep product eligibility in the listing review and packaging eligibility in the dispatch review; each needs its own decision.
If a listing also offers direct international shipping, identify which choice the buyer actually purchased. Look at the order instructions rather than substituting a remembered hub address. A packing sheet should preserve the order identity, the selected arrangement and the address supplied for that arrangement. When the service is missing or the instructions conflict with your inventory location, stop the packing task until the seller resolves the discrepancy.
Should you expect the hub to improve your packaging?
No. The Seller Center says items are not usually repackaged at the hub and tells sellers to pack for the final destination. Your package should protect the item before its first carrier handoff. Plan the protection around the product’s fragile parts, loose accessories and presentation requirements. Choosing only enough padding for a short US journey leaves the same package poorly prepared for the onward handling you already know it will undergo.
Photograph identifying details when they help connect the packed item with the sold listing, and retain the packing specification you used. For sets, check each listed component before closing the box. A transport problem and an incomplete set are different issues. Clear contents records help you answer the actual complaint without making every case sound like an international carrier loss. Keep your records tied to the transaction rather than to a generic product photo folder.
If another person holds your stock, agree who verifies the item, closes the box and provides the dispatch record. AirPost’s seller fulfillment explanation describes senders holding shop stock, packing orders and dropping them off. That packing arrangement needs a correct origin and approved order instructions just as your own packing desk does. Start with the stock allocation method in how much stock to send first before placing more inventory elsewhere.
Why might the buyer see two tracking numbers?
eBay’s public FAQ describes two shipment records: the seller-to-hub leg and the hub-to-buyer leg. Keep the domestic carrier’s delivery evidence rather than overwriting it with the onward number. When the buyer asks for an update, identify which leg their question concerns. A domestic delivery event at the hub does not say the overseas buyer has received the item, while the buyer’s international record does not replace your evidence of the domestic handoff.
For qualifying program shipments accepted at the hub, eBay describes handling international returns and international-transit problems through the program. Use the case instructions and order status to identify the correct route. If the domestic parcel has not reached or been accepted by the hub, investigate that leg with its own evidence. Do not promise an outcome merely because you printed a label; printing, carrier possession and hub acceptance are separate events.
Frequently asked questions
Does the seller pay international shipping with eIS?
The seller supplies the domestic shipment to the hub. eBay manages the international leg through the program. Your own domestic label, packing and applicable selling fees still need to be budgeted.
Is eBay International Shipping free for the seller?
The program does not make your domestic postage or item selling fees disappear. Free domestic shipping means your sale must support that expense rather than collecting it as a separate buyer charge.
Do I pay a final value fee on international shipping?
For eIS, the published shipping-fee exception uses the domestic hub portion. If you offered free domestic shipping, there is no final value fee on shipping. Check your transaction and applicable category fees.
Will the hub repackage my item?
eBay says items are not usually repackaged. Prepare your package for the final destination before dispatch, including the protection and contents checks your product needs.
Why are there two eBay International Shipping tracking numbers?
The program FAQ describes a domestic seller-to-hub shipment followed by a hub-to-buyer shipment. Preserve both records and distinguish a hub delivery from delivery to the overseas buyer.
