In short

  • For a US eBay item-not-received request, the seller has 3 business days to respond and work toward resolution. A USPS Ground Advantage loss claim starts at day 15 after mailing, so handle the eBay request now while separately scheduling the carrier search and indemnity claim.
  • eBay’s ordinary nonreceipt reporting window runs up to 30 calendar days after the relevant estimated or actual delivery date has passed. Read the live request for the applicable transaction deadlines.
  • A label-created event is not delivery evidence. Upload the correct carrier reference and inspect the acceptance, destination and delivery information.
  • A buyer refund includes original shipping charged to the buyer. That charge can differ from the carrier label cost recorded in your own ledger.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

Your eBay buyer reports that the package has not arrived. USPS still shows it moving, but the claim form says it is too early to file a loss claim. Those systems are answering different questions: eBay is managing the purchase, while USPS is applying its insurance procedure. Keep both active without making one wait for the other. The guidance below concerns ordinary US domestic merchandise sales and official pages checked on October 14, 2026.

Which clock applies to the buyer’s request?

Open the request itself and record when it was reported, what the buyer wants and the displayed response deadline. Check the transaction’s estimated delivery information, rather than your current listing or today’s shipping settings. A later change to your handling policy does not rewrite the promise associated with an earlier sale. Keep the original order and its carrier record available alongside the request.

eBay’s Money Back Guarantee policy allows ordinary nonreceipt reporting after the relevant estimated or actual delivery date has passed, with a latest period of 30 calendar days afterward. The seller response period is three business days after the report. Those are different units and different starting events. A buyer’s reporting window does not give your shop 30 days to answer an already-open request.

The same policy allows eBay escalation after three business days and gives a latest escalation point of 21 business days after the report. Record the actual request state, including whether eBay has already stepped in. Special programs and categories can have different treatment, and the policy of the site where checkout occurred applies. This workflow assumes an ordinary eBay.com merchandise transaction.

How do the USPS dates fit beside those eBay dates?

ActionPeriod or starting pointWhat it accomplishes
Seller handles eBay requestWithin three business days after the buyer reportsProvides the transaction response and proposed resolution
USPS Missing Mail searchCan begin seven days from mailingRequests a search for the missing package
Ground Advantage or Priority Mail loss claimFrom day 15 through day 60 after mailingRequests eligible insurance compensation
Priority Mail Express loss claimFrom day seven through day 60 after mailingUses the different Express loss period

Concurrent processes with different anchors. A search confirmation does not submit an indemnity claim, and a carrier claim does not answer the eBay request.

Record mailing, estimated delivery, report and label-creation dates as separate fields. If the package was mailed recently, the eBay response can become due before the USPS loss-claim window opens. You can retrieve invoices, mailing evidence and the current tracking while waiting for that window. You can also discuss the buyer’s preferred remedy through the request without claiming that USPS has already accepted a loss submission.

Do not schedule every postal claim from the expected delivery date. USPS’s domestic claim table uses mailing for these services. Likewise, do not schedule the eBay response from mailing when the buyer reported later. Check each date against its own record. The most useful calendar is the one that says which action is due to which system, with a named person responsible.

What tracking should you upload when the package is delayed?

Verify the tracking number against the actual label and choose the correct integrated carrier in eBay. Inspect the saved result afterward. eBay asks sellers to supply tracking within the three-business-day response period if they have not already done so. Its instructions describe shipping date, delivery date and destination information as relevant evidence; merely entering a number does not establish a successful delivery.

An acceptance scan demonstrates a different stage from delivered. Label created demonstrates another stage again. Describe the current event accurately in your message. If the package is still in transit, say that; if the carrier shows delivered, retrieve the relevant location information. Do not use another order’s delivered reference to make this request appear resolved.

For an order totaling $750 or more, eBay’s US guidance also requires signature confirmation for the applicable protection. Its total includes items, shipping and tax. Check the original booking rather than assuming a tracked service included a signature. A later request to the packer cannot create a signature that was never collected on the original delivery.

If the buyer says the package went to the wrong address, compare the order address with the carrier record and ask about the exact discrepancy. Keep any investigation result or corrected delivery evidence in the request. Avoid treating the word delivered as an explanation of every destination problem. Your response should address the buyer’s account of what happened.

Should you refund, replace or keep investigating?

Read the options shown in the request. eBay’s seller guidance describes adding tracking, refunding and communicating with the buyer, including offering a replacement when the buyer still wants the item. It also points to refunding when there is no qualifying delivery evidence or when tracking has been in transit without movement for seven days or more. Apply that guidance to the actual records, rather than promising an arbitrary extra waiting period.

A replacement should be agreed with the buyer and recorded as a new shipment. Upload its tracking to the request and keep the original number in the carrier-recovery file. The two packages can now have different statuses. If the original later arrives, handle the resulting customer question through the purchase process and keep your carrier submission accurate about the recovery.

If a refund is the applicable remedy, complete it through the request and save the confirmation. Check whether any refund or replacement has already been initiated by another person on your team. A message saying refund approved is not the same as a completed transaction. Make that distinction visible before a local packer prepares additional goods.

What changes once eBay steps in?

eBay’s seller instructions say that after it steps in you can no longer issue a refund through the earlier response route. If it finds you responsible, it issues the refund and seeks reimbursement from you. The page says this can count as a case closed without seller resolution and affect performance. Read the case state before issuing an independent payment that could overlap with eBay’s action.

If you disagree with the decision, eBay permits an appeal with new information within 30 calendar days. A carrier investigation can sometimes supply relevant new facts, but waiting for it should not erase your appeal deadline. Preserve the decision and attach the evidence that addresses it. A request number from USPS shows an investigation exists; it does not demonstrate delivery.

Carrier recovery can continue as its own process when eligible. Keep the claim amount, invoice, filing date and eventual award separate from the eBay outcome. The sale can be refunded before USPS pays or denies a claim. Your accounting should explain both events instead of treating the marketplace decision as a carrier insurance determination.

How much does a replacement add, and what gets refunded?

The AirPost US-to-US page retrieved October 14, 2026 displayed small-package USPS Ground Advantage from approximately $7.78. If both original and replacement qualify for that same confirmed quote, two bookings total $15.56 in displayed route components. Replacing the package adds $7.78 before goods, materials and the sender’s agreed preparation charge.

AirPost’s platform fee is already included in that route component. Separately, eBay’s refund guidance says the buyer receives original shipping costs as part of the full refund. Use the amount actually charged to the buyer, rather than replacing that line with the label price. Free customer shipping does not mean your label cost was zero, and a buyer shipping charge does not prove that the carrier owes you that amount.

Through AirPost local fulfillment, agree how your sender supplies mailing evidence while your shop handles the eBay request. Use the USPS seller-or-buyer claim guide to assign carrier filing. For multiple boxes, the existing eBay item-to-tracking explanation helps you avoid treating one delivered package as proof about all goods in the order.

Frequently asked questions

What is the eBay item-not-received time limit for a seller?

The seller has three business days after the report to respond and work toward resolution. The buyer’s ordinary 30-calendar-day reporting window is a different deadline.

Can I wait for USPS to approve the loss claim before answering?

No carrier rule suspends the eBay response process. Handle the buyer request while separately collecting evidence and scheduling the eligible USPS claim.

What if eBay says delivered but the buyer received nothing?

Check the carrier reference, destination and relevant delivery evidence against the order. Address the specific discrepancy through the request rather than treating every delivery scan as conclusive.

Should I replace a package while it is still missing?

If the buyer prefers a replacement and that remedy fits the request, agree it and upload the new tracking. Preserve the original record for any eligible carrier recovery.

Can I appeal an eBay nonreceipt decision?

eBay allows an appeal with new information within 30 calendar days. Keep that deadline separate from postal search, insurance and appeal periods.
