In short
- For an ordinary insured domestic USPS loss, either the seller or buyer can file if they hold the required mailing evidence. Ground Advantage and Priority Mail loss claims have a 15-to-60-day filing window measured from mailing; appoint one person to file and keep the buyer resolution separate.
- The label purchaser, person who packed the box and seller of the goods may be different people. Establish who can retrieve the actual label record and acceptance evidence.
- A Missing Mail search looks for the package. It does not replace an insurance claim or extend the filing window.
- USPS Returns and USPS Ship have specific claimant rules. Identify the product on the label before applying the ordinary outbound rule.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
Your customer asks where their order is. The last USPS scan is several days old, and a local packer has the drop-off paperwork. Telling the buyer to file a claim may sound efficient, but it can leave the person without the documents needed to proceed. For a US webshop, the useful question is who can assemble an eligible claim while you continue handling the purchase. The rules below concern domestic merchandise shipments, checked on October 14, 2026.
Who actually has the mailing record for this order?
Start with the shipment, rather than the complaint. Find the order number, tracking number, service purchased and mailing date. Match these to the label purchase record. If a packer bought the label through a platform, ask which account holds the record and whether you can download it. A tracking screenshot alone may omit the insurance purchase and declared value that the claim needs.
DMM 609.1.3 permits either the mailer or addressee to claim for a lost article when they possess the original retail receipt or qualifying online label record. That qualification matters more than whose house the package left. If you have the seller invoice but the packer has the mailing evidence, bring those records together before deciding who submits.
For an ordinary order, having your shop coordinate the claim often keeps customer messages, value evidence and refund records in one place. That is a workflow choice, not a USPS rule that sellers always have exclusive filing rights. Tell the buyer who is managing the recovery and what you need from them. Avoid asking both parties to open competing submissions for the same shipment.
When does the ordinary sender-or-receiver rule change?
| Shipment identified on the record | Claimant rule in DMM 609.1.3 | What your shop should establish |
|---|---|---|
| Ordinary insured outbound loss | Mailer or addressee with the required receipt or online label record | Who holds mailing and value evidence |
| USPS Returns with account-holder insurance data | The account holder, under the specified MID and electronic-data conditions | Which returns account supplied the label |
| USPS Returns with insurance added and paid by the mailer | Only the mailer | Who purchased that insurance |
| Insured or COD package paid using USPS Ship | Only the mailer | Whether this is actually a USPS Ship transaction |
A replacement and a return are separate shipments. Keep their tracking records separate even when they belong to the same original sale. A buyer returning goods on your account may trigger a different claimant rule from your original outbound package. The return label and account record determine the route; the fact that the buyer carried the box to the Post Office does not answer every ownership question.
When a booking provider controls a relevant account, ask for its claim procedure and its document requirements. Do this early enough to meet the actual deadline. Do not assume access to a USPS customer login gives you authority over every provider-generated shipment. Keep the provider ticket and any claim reference connected to your own order record.
Which date starts the search and which date starts the claim?
USPS allows a Missing Mail search starting seven days from mailing. Its domestic loss-claim table gives Ground Advantage and Priority Mail a filing period beginning at day 15 and ending at day 60. Priority Mail Express has a different start, day seven. These clocks use mailing, not the day your buyer first complained or the day you printed a support ticket.
Record the earliest eligible filing date and the last filing date as separate tasks. You can gather documents and manage the order while waiting for the loss window to open. A saved online draft is useful preparation, but save the actual submission confirmation when you file. Do not treat an unanswered search request as evidence that your indemnity claim has been submitted.
Read the service name literally. Military mail and international packages have different periods and are outside this domestic workflow. Likewise, a package that arrives damaged or missing contents is a different claim category: USPS permits immediate filing for those cases, with a 60-day limit from mailing. Update the case if new facts change what happened.
What should the seller collect before opening the form?
Connect the package to the sale
Pair the tracking record with the completed order, purchased items and destination. Check that an old replacement label has not supplied the number.
Retrieve mailing and insurance evidence
Obtain the retail receipt or qualifying electronic record, plus relevant handover evidence. Record the actual service and coverage rather than guessing from the carrier logo.
Establish value at mailing
Use a paid invoice, sales receipt or other acceptable proof. Show the completed transaction and identify the goods actually assigned to this package.
File through the chosen account
Assign one claim owner. Save the submitted reference, attachments and confirmation, then set a task to review requests for more information.
For online transaction evidence, USPS describes a record identifying buyer, seller, price, transaction date, item description and completed status. Export a readable document containing those details. A product page showing today’s asking price does not demonstrate the completed purchase. If a basket contained several goods but this package held only some of them, explain that allocation.
Ask your packer for a legible handover receipt and any acceptance record they retained. Distinguish the label being created from the carrier taking possession. If the record is missing, describe that gap accurately when asking the provider for help. Do not recreate a receipt or turn a packing photograph into a claim that USPS accepted the box.
Can you leave the buyer waiting until USPS pays?
Your carrier recovery and the customer’s purchase have different procedures. Check the marketplace or payment rules applying to the sale, your agreed delivery promise and any open request. A claim filing window does not suspend an eBay response deadline. Explain the next customer-facing action with a date you can meet, rather than promising that the carrier will decide by then.
If the buyer wants the goods, confirm the proposed replacement before sending it and document its new tracking number. If a refund is appropriate under the applicable process, record the completed refund reference. Make sure anyone answering messages can see whether either remedy has already happened. A replacement sent by the packer and a refund issued by support can otherwise become two separate responses to the same complaint.
When tracking says delivered but the buyer reports nothing received, investigate that exact mismatch. Check the destination and available delivery evidence; do not silently rewrite the event as a confirmed transit loss. Your claim description should match the known facts. A carrier record and the buyer’s statement can disagree, and the file should explain the disagreement.
What does one replacement add to your shipping ledger?
On October 14, 2026, AirPost’s US-to-US route page displayed small-package USPS Ground Advantage from approximately $7.78. If the original and replacement each receive that same confirmed quote, their displayed transport components total $15.56. The additional component is $7.78; this is an illustration using a published starting reference, not a quote for every ZIP-code pair.
The route price already includes AirPost’s platform fee. Add the sender’s agreed preparation charge, materials and your actual goods cost separately. Do not add the platform fee again, and do not assume the claim will reimburse every line in your replacement ledger. The page displays a currency conversion; check the payment amount before booking. Keep actual recovery separate from estimated recovery.
With AirPost local fulfillment, agree who stores the mailing receipt and who answers document requests before releasing a stock batch. The existing US Shopify order-routing comparison helps you assign packing and order responsibilities. Your arrangement should let the shop retrieve evidence without making the buyer mediate between the packer and booking provider.
Frequently asked questions
Can the receiver file a USPS lost package claim?
For an ordinary insured domestic loss, yes, if they have the required original retail receipt or qualifying electronic label record. Check the specific exceptions for USPS Returns and USPS Ship first.
Should a seller or buyer submit the claim?
Choose the person who can assemble mailing, insurance and value evidence and monitor the submission. The seller can coordinate customer resolution even when another eligible person files.
Does a Missing Mail search count as an insurance claim?
No. It is a package-recovery process. Submit the indemnity claim separately within the period for the service you actually purchased.
Can I file if I only have a tracking number?
The number identifies the shipment, but you also need the required mailing, insurance and value evidence. Retrieve the original record from whoever purchased the label.
Does USPS pay a claim for uninsured lost mail?
USPS says it may not pay compensation for uninsured lost or damaged articles. Verify whether insurance was included in the service before concluding that the shipment was uninsured.
