In short
- On a Dutch higher-education study permit, employee work requires an employer-held TWV and a choice between up to 16 hours weekly or full-time work in June, July and August. Genuine self-employment follows different rules and remains conditional on meeting your study-permit requirements.
- A platform account or a payment per task does not establish that you are self-employed. Check how the actual working relationship is organised.
- The IND allows self-employed work without a TWV, but requires KVK registration and tax compliance; health-insurance obligations may also change.
- Use parcel earnings as a conditional budget calculation, because a shop must give you actual orders before you receive any fees.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
You have lectures on several days, a room with some storage space and a nearby parcel point. Packing orders for an online shop may look easier to fit around university than a restaurant rota. Before comparing the money, identify which work permission you hold. The useful question is whether the proposed relationship fits that permission, then whether its deadlines fit your course.
This article concerns the Dutch residence permit for university or higher professional education. It does not transfer the Dutch rules to a student permit from another country. If you have a different residence basis, use the rules for that document. Keep the card, the decision letter and your intended task description together when checking your position.
Does the 16-hour rule cover every way of earning money?
No. The IND distinguishes employment from self-employment. The employee limit is not a general tax allowance or a promise that all paid activities below that limit are permitted. In particular, choosing a summer employment arrangement is different from simply adding summer shifts to your usual weekly arrangement.
Ask the employer which arrangement its application covers before accepting shifts. A verbal assurance that students always work there does not tell you whether your own permission has been arranged. The Netherlands Labour Authority says the employer applies for the TWV. A Dutch bank account, student number or tax registration cannot do that job for it.
Keep an overview of paid employment across your timetable rather than only looking at the latest offer. Record the planned dates, hours and employer. If two employers propose work, explain the combination when checking permission. Avoid agreeing to a rota first and asking whether it fits afterwards: by then you may already have promised availability you cannot provide.
| Proposed activity | Question to resolve | Evidence to keep |
|---|---|---|
| Regular employee shifts | Does the employer have the required TWV and the correct arrangement? | Permit confirmation and agreed rota |
| Summer-only employee work | Is this the summer option rather than an assumed extra allowance? | Dates and the employer’s explanation of permission |
| Independent parcel service for a shop | Is the real relationship self-employed and are study conditions still met? | Task agreement, registration and income records |
| An offer described only as “platform work” | Who sets the rate, working method and obligations? | Written description before any paid task |
When is a parcel-packing arrangement actually self-employed?
Describe the service, not just the app. Through AirPost, a shop sends stock and packaging to a sender. The stock remains the shop’s. The sender accepts orders, prints labels, packs items and drops parcels off, receiving an agreed rate per parcel. See how earning from home works for the product description.
That description helps you explain the activity to the authorities, but the platform name does not decide your legal status. KVK evaluates independence, earning money and regular supply to others. Its platform-work example also shows why an account asking for a KVK number is not enough to establish independent work.
Before agreeing, write down who sets your rate and who decides when and how you perform the service. Record whether you can refuse an order, what happens when you are unavailable, and what the shop expects after acceptance. Present the actual answers if you need a classification check. Do not change the description to “volunteering” while keeping a paid service underneath.
Keep employment and business paperwork separate. An employment contract belongs with the employer’s permission and hours. An independent service agreement belongs with your business records. If the arrangement changes from occasional agreed tasks to controlled shifts, reassess it. Your first description may no longer match the way you are working.
Can unlimited self-employed hours leave your study permit at risk?
The IND does not apply the employee-hour cap to genuine self-employment, but the underlying study conditions continue. Its study-progress requirement is at least 50% of the credits for each study year. The institution assesses progress and considers qualifying reasons for insufficient progress before reporting a shortfall. Check this with your institution rather than treating an earnings calculation as a residence safeguard.
For planning, start with the busiest teaching week, not the quietest holiday. Put compulsory classes, assignments and exam preparation in your calendar. Then include the whole parcel service: receiving stock, checking quantities, answering the shop, printing, packing, handing over parcels and keeping records. Only the remaining time is available for another order.
Separate the ability to choose future work from the obligation attached to work already accepted. If an exam timetable changes, tell the shop before taking another batch. Agree how stock will be handled during your absence and who will fulfil the next orders. A service with selectable orders can still become difficult if you commit to dispatch dates that overlap with exams.
This is also why a low parcel count may suit your timetable better than a higher target. The decision is about keeping promises and protecting study time. There is no reason to fill every theoretically permitted hour. If you cannot meet the shop’s dispatch expectations during a teaching block, reduce the proposed work before the stock arrives.
What would a small parcel workload pay before tax?
As a planning example, assume 12 small parcels per week at AirPost’s recommended €2.25 sender fee. The four-week calculator gives €108.00 in fees and €104.76 after the 3% payout commission. The constants were checked on 14 October 2026. This assumes actual orders at that fee; it is not a forecast of local demand.
The paid amount is before income tax, any applicable VAT treatment and your own expenses. It does not include the shop’s postage as your earnings. Compare it with the extra costs the service would cause, such as travel you would otherwise avoid or supplies you agree to provide. Keep separate records of those costs instead of treating every bank payment as profit.
Do not convert this example into an hourly wage without measuring the whole workload. A drop-off journey and stock check still take time when there are few orders. Track the time for a real completed batch, including administration, before deciding whether a larger commitment makes sense. The broader parcel-earnings calculation explains the fee model; your own costs remain individual.
What should you arrange before accepting the first paid order?
Match the permission to the relationship
Read your current residence basis and describe the planned tasks. For employment, obtain the employer’s confirmation; for independent work, resolve any uncertainty about classification.
Set up the required records
Arrange the registration required for your situation. Keep the agreed fee, completed tasks, expenses and payment statements in a form you can reconcile.
Check the insurance consequence
Tell the SVB what paid activity you will do and request clarification where needed. Do not assume an existing international student policy remains the correct cover after starting work.
Agree a study-compatible handover
Confirm stock space, dispatch days and your exam absences with the shop before accepting work. Choose a workload that fits the entire task, including drop-off and records.
The SVB explains that paid work alongside study can change Wlz coverage. Permission to work and insurance coverage answer different questions. Getting one right does not settle the other. Bring the same accurate task description to both checks so that their answers concern the arrangement you actually plan to use.
Frequently asked questions
Can an international student work more than 16 hours in the Netherlands?
The answer depends on the work form. A qualifying summer employment arrangement and genuine self-employment are different from regular employee shifts. Check the IND rules and the employer’s permission for your actual arrangement.
Can I pack parcels as a self-employed international student?
Dutch higher-education study-permit rules allow self-employed work while the study conditions remain met. Resolve registration, the actual working relationship, tax and health-insurance questions before accepting paid orders.
Does an AirPost account replace a work permit?
No. An account helps organise parcel work. It does not supply an employer’s TWV, establish legal independence or extend your residence rights.
Is the parcel calculation a guaranteed part-time salary?
No. It assumes completed orders at the stated recommended fee. A shop must choose to work with you and supply orders; your tax and expenses still have to be accounted for.
Can I keep the same insurance when I start earning?
Ask the SVB about the paid activity. The insurance position can change when a foreign student starts working, including where the work is small or irregular.
