In short
- Shipping on a taxable California sale can be excluded from tax when 3 conditions hold: qualifying transport directly to the customer, a separately stated delivery charge, and evidence of the actual delivery cost. The exclusion cannot exceed that cost; handling and delivery markup are generally taxable.
- A carrier label, a platform fee and a person’s packing fee perform different jobs. A combined fulfillment bill does not establish that every dollar is qualifying freight.
- Keep the customer invoice and actual delivery record together. A public starting price is useful for planning but does not prove the cost of a completed shipment.
- Check whether California tax applies to the sale before deciding how its shipping line is treated.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
Which California shipping charges can you leave out of the taxable amount?
For an ordinary taxable merchandise sale, CDTFA Publication 100 allows qualifying freight out to be excluded when you ship directly to the purchaser by US Mail, a common carrier or a contract carrier, show delivery separately, and retain actual-cost evidence. If you charge more than that evidenced cost, the excess is taxable. The customer’s shipping charge and your expense are therefore separate fields, even when your checkout calls both of them shipping.
Decide what the charge buys before deciding its tax treatment. Transport from the shipping location to the purchaser is different from moving your supplier’s goods into your own stock location. Packing work is also different from transport. A single fulfillment invoice may cover all of these activities. Ask for a breakdown that matches the actual transaction rather than assigning the whole invoice to a freight expense account and assuming the customer charge follows it.
This guide concerns delivery charges on sales for which California tax is relevant. Shipping from California does not by itself make every customer order a taxable California sale. Conversely, being based elsewhere does not prevent a California collection obligation. Resolve the sale’s jurisdiction, your collection obligation and the product classification first. Then apply the delivery rule to that sale. Using a shipping exemption as a substitute for the earlier tax analysis leaves the wrong question answered.
Does putting shipping on its own invoice line always make it exempt?
No. Regulation 1628 requires a separate statement in the contract or a contemporaneous document reflecting the sale, such as the invoice. Being able to calculate freight by subtracting product prices from the total does not count as separately stating it. The regulation also distinguishes ordinary carrier transportation from delivered-price agreements and delivery using the retailer’s own facilities. Read the actual agreement, rather than relying solely on the line label.
Keep the version of the customer receipt issued when the order was placed. If your administrative order view later changes its labels, that view may no longer show what the customer originally agreed to pay. A useful record connects the original product lines, the separately stated customer delivery amount and the dispatch expense. Recreating a prettier invoice after discovering a tax error does not explain what the original sale documents said.
| Customer charge or delivery arrangement | Issue to resolve | Evidence to keep |
|---|---|---|
| Separately stated carrier delivery | Exclude only qualifying, supported transport cost | Sale invoice and actual transport expense |
| Delivery charge above actual freight | Tax the excess on a taxable sale | Difference between customer charge and eligible cost |
| Shipping and handling combined | Identify freight separately from taxable handling | Packing and transport breakdown |
| Delivery included in product price | Do not invent a separate freight deduction | Original pricing agreement and receipt |
| Retailer’s own delivery vehicle | Review the different title-transfer conditions | Actual contract and delivery arrangement |
| Supplier freight passed to the customer | Distinguish freight in from customer delivery | Supplier invoice and inventory movement |
What happens when you charge for shipping and handling together?
The CDTFA sales and purchases FAQ says handling is generally taxable. For a combined shipping-and-handling charge, the handling portion remains taxable while the shipping portion depends on the delivery criteria. A line labeled only handling is not treated as a delivery charge merely because a package carries postage. Choose invoice descriptions that explain the service actually supplied. Renaming packing work as postage does not change the work.
For a small shop, handling might involve picking the correct variant, packing it and preparing it for dispatch. Your packing partner’s payment is an operating cost, but it is not automatically a carrier transportation charge. The same question applies to a platform fee. Keep these amounts visible in your cost calculation and obtain advice about their treatment when passed to the customer. The presence of a tracking number beside a combined bill does not settle that classification.
If you use a flat delivery price, preserve the order-level comparison. Some shipments may have a carrier cost below the amount collected; others may cost more. A monthly average can hide that difference. Build the record around each customer transaction so that any freight exclusion can be explained for that sale. If several packages serve one order, link each relevant expense to the same invoice without counting an expense twice.
How should you use an AirPost price in the California calculation?
On 14 October 2026, the AirPost US-to-US rate page displayed a small USPS Ground Advantage package from approximately $7.78 and a small FedEx Ground Economy package from approximately $8.22. Those figures include AirPost’s platform fee and exclude the sender’s agreed fee. They are converted USD display references; the page states payment is in euros. An address-specific quote and its settlement details still need checking.
The difference between those published references is $0.44. That is a comparison of fee-inclusive advertised starting amounts, not evidence of a taxable shipping markup. You cannot infer the carrier-only cost by looking at the smaller amount. If your customer pays a delivery charge equal to the USPS reference, the supported California freight exclusion still depends on the qualifying transport component of the actual expense. Keep the sender’s packing payment and any other components outside that assumed carrier figure.
Write the calculation as customer delivery charge minus qualifying, documented transport cost, with any positive excess considered separately for tax. Do not substitute the advertised fulfillment total for that transport cost. This approach also prevents you from treating a platform service fee as tax collected from the customer. Your supplier costs help set your retail delivery price; the tax calculation then classifies what you charged under the state’s rules.
AirPost’s published model lets you agree with a local sender who holds stock and packs orders. Before choosing that arrangement, review both the shipment budget and the state in which your stock will sit. US Shopify fulfillment choices can help you define the work you want performed. The tax records should follow the actual arrangement you choose, including who sells the merchandise and who merely prepares it for transport.
What should you save before closing a California order?
Create a small evidence packet: the customer receipt, the carrier or transport invoice, the service breakdown and the shipment reference. Mark an unresolved cost as unresolved rather than entering a guessed freight exclusion. If your transport bill is settled later, make the reconciliation part of closing the order’s bookkeeping. A starting quote, an estimated label price and the final charged expense can differ, so retain their dates and identify which one supports the completed transaction.
Test the customer-facing receipt as well as your bookkeeping export. A system can show shipping separately in the dashboard while bundling it into another line on the document sent to the buyer. Check that the figures reconcile without revealing internal supplier costs to the customer. You need a clear sale document for the buyer and adequate expense evidence for your own records; those documents serve related but different purposes.
If you discover that tax was collected on a delivery amount that should have been excluded, do not quietly keep the difference as margin. CDTFA explains that excess tax reimbursement must be refunded to the customer or paid to the state. Record the correction against the original invoice. For a recurring error, inspect the product and shipping settings that produced it before processing further affected orders. A correction log helps show which sales were reviewed and how each result was resolved.
Frequently asked questions
Is shipping taxable in California if it is separately stated?
A separate line is necessary for the ordinary carrier-delivery exclusion, but it is not the only condition. Check qualifying transport, actual-cost evidence and any delivered-price agreement.
Is shipping and handling taxable in California?
Handling is generally taxable on taxable sales. The transport portion of a combined charge may qualify for exclusion if you can identify it and meet the carrier-delivery conditions.
Can I deduct an average shipping cost for flat-rate orders?
An average does not establish the actual transport expense for an individual sale. Keep the actual delivery record linked to each customer charge before claiming a freight exclusion.
Does free shipping reduce the taxable product price?
If delivery is included in the merchandise price, do not carve out an unsupported freight deduction. Review the sale agreement and the delivered-price provisions of Regulation 1628.
Can an AirPost starting price prove my exempt freight amount?
No. It is a dated planning reference including a platform fee. The final expense breakdown and qualifying delivery arrangement determine the amount you can support.
