In short

  • A sale dispatched from Great Britain to Portugal needs customs information and a clear import handoff. Review 3 records before sending: the recipient’s details, the invoice and the operator’s declaration instructions; mainland Portugal’s standard VAT rate is 23%.
  • Ask which recipient identification and authorisation the actual operator requires, rather than copying another service’s form.
  • The import VAT base can include customs duty and relevant transport costs, not just the product subtotal.
  • Confirm Madeira or Azores clearance and service coverage separately; a mainland quote does not settle the island arrangement.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

The Portuguese buyer has given a delivery address, your UK shop has packed the order and the operator now asks for information needed to clear it. That request can be simple if the right person has the invoice and knows what action is required. It becomes difficult when the delivery name, payment record and declared recipient disagree. This guide covers the practical handoff for goods leaving Great Britain, using official Portuguese tax law and UK export guidance checked on 9 October 2026.

Which recipient details should you confirm before booking?

Start with the actual person or business receiving the goods, the full delivery address and a working contact channel. Check that the town, postcode and destination match the order. If the purchaser sends to someone else, keep the billing and receiving roles distinct. Do not force the billing name into a delivery field because it is convenient for your invoice export. A carrier query should reach someone who recognises the shipment and can respond.

Ask the operator which identification, tax reference or authorisation its import procedure needs for that recipient. Collect the required information through the supported process and explain its purpose to the buyer. Avoid publishing a blanket claim that every private Portuguese recipient needs the same business identification or that every courier uses identical fields. The requirement belongs to the specific customs arrangement, goods and recipient role, not simply to the word Portugal on an address.

Who deals with customs when the parcel arrives?

Agree the representative and payment arrangements before dispatch. Ask whether the operator handles the declaration, whether it needs consent from the recipient and who receives its invoice for import charges. If your shop promises a final delivered price, confirm that the booked service can bill the appropriate costs to you. A transport booking that supports collection from the UK does not, by itself, establish a prepaid Portuguese clearance arrangement.

Give the buyer an instruction that fits the service: which operator may contact them, what documents you can supply and whether any payment remains. Keep a shop contact responsible for product and valuation questions. The buyer cannot reasonably identify the origin of a component in a sealed parcel they have not received. Your product record and supplier evidence should answer those questions through the representative’s process.

What should the UK invoice show?

Identify the seller, receiving party, order reference, product descriptions, quantities, values and currency. Describe goods sufficiently for classification: a brand name or product code can accompany the description, but should not replace it. State freight and insurance separately where included in the price. GOV.UK instructs exporters to use the sale price, or market value for goods not sold. Replacement goods and stock transfers therefore need a reason and valuation, rather than a token value.

Keep the invoice linked to the contents actually packed. If the customer order is partially dispatched, make the quantities in this parcel clear. A payment receipt for the complete order can otherwise appear inconsistent with a smaller box. Explain any discount using the final order record. Keep the original currency stated and ask how any customs conversion was applied instead of silently rewriting the sale amount to match a euro assessment.

Why can import VAT exceed a percentage of the item price?

Portugal’s VAT Code, Article 17, starts the import tax base from the customs value and adds specified amounts where they are not already included. These include relevant duties and incidental costs such as packing, transport and insurance under the article’s destination rules. The result can therefore differ from your store’s bare product subtotal. Ask the representative for the assessed base and its components; a total payment request does not show that calculation.

Article 18 sets the mainland standard rate at 23% for goods outside the specified reduced-rate categories. For a simple illustration, a confirmed import VAT base of €200 at that standard rate gives €46 of VAT. That is a tax calculation, not a product valuation or carrier quote. Check the applicable product rate and actual assessed base before applying the arithmetic. Relevant duty can affect the VAT base as well as appearing as a separate charge.

Keep an operator’s service charge separately identified when comparing your delivered cost with the buyer’s payment request. Its commercial fee is not Portugal’s VAT rate. Ask what the fee covers and whether it is already included in the quoted service. Do not infer it from another operator’s example. The useful comparison is the complete cost for this parcel under a stated arrangement, with product value, transport, duty, VAT and operator fees distinguishable.

What changes for Madeira or the Azores?

Confirm the island destination before accepting a mainland transport quote. Service coverage, the clearance route and tax treatment need their own review. Article 18 provides for regional VAT rates under the applicable rules, including imports cleared in those regions. The final delivery address alone should not be treated as a complete explanation of which import rate an agent applies. Ask where the import is cleared and which regional treatment fits the transaction.

Keep that answer with the booking rather than applying a mainland percentage to every Portuguese customer. Equally, do not take an island VAT figure from an old online table and substitute it without checking the procedure. A shop using a mainland fulfilment address still needs to establish the service and tax treatment for an onward island order. For a first test, quote the exact address and product instead of publishing a promise for all Portuguese territories.

Does IOSS prevent a clearance request?

IOSS concerns eligible imported distance sales with an intrinsic consignment value no higher than €150, excluding excise goods. It changes VAT collection, but does not remove customs data requirements. Confirm that your operator receives the appropriate scheme information through its supported electronic channel. A receipt showing tax paid does not establish that this happened. Ask separately whether duty and any operator fee are included in the delivered amount.

The EU’s low-value duty rules changed on 1 July 2026. Do not describe a small UK order as automatically duty-free based on an older €150 exemption. For a detailed explanation use the current low-value duty guide. If the buyer is billed after checkout, compare individual lines before calling the whole bill duplicate VAT. A missing IOSS transmission, unpaid duty and a service charge require different responses.

Do products stored in Britain qualify for zero duty?

Storage in Britain does not establish UK preferential origin. The trade agreement’s product rules and proof requirements need to be satisfied for a supported claim. Products imported into Britain and resold can retain another origin. Give the representative the actual product information and any applicable origin statement before clearance. A UK business address on the invoice is a seller detail, rather than evidence that every line qualifies for preference.

Also retain the records for the UK export. Your operator can handle the export declaration, but agree that arrangement explicitly and keep the required evidence. Import duty, UK export VAT treatment and Portuguese import VAT are separate matters. The general UK to EU shipping guide explains the broader border process; it does not replace the recipient and valuation handoff for this Portuguese shipment.

How do you respond to a customs hold?

  1. Identify the tracking reference and the operator’s actual request.
  2. Check whether the missing action is a document, recipient consent, goods detail or payment.
  3. Supply the relevant final record through the operator’s supported channel.
  4. Tell the buyer who still needs to act, without promising release before it is confirmed.
  5. Save the resulting assessment and update any incorrect product or address data.

A generic delay message is not enough to decide what to send. Ask for the missing field or document if the request is unclear. Avoid creating a new label for the same order while the original parcel remains unresolved. If the buyer refuses a charge, establish the operator’s return process before assuming the goods will automatically come back. Preserve the original invoice and any corrections so a later tax or service dispute has a traceable record.

Could repeat Portuguese orders leave from local stock?

Through AirPost’s local fulfilment, a suitable verified sender can hold an agreed batch and prepare orders from home. Arrange the batch import and applicable registrations first. Later ordinary domestic orders can leave from the cleared local stock, with the sender’s actual fee and booked carrier service. Check capacity and delivery coverage, especially for island orders, before moving goods. Keep ownership and importer roles clear rather than treating the receiving sender as your tax representative.

Frequently asked questions

Does every Portuguese recipient need the same customs ID fields?

Check the actual operator and procedure. Ask which identification or authorisation is required for that recipient and collect it through the supported process, rather than copying another service’s requirements.

Is Portuguese import VAT calculated only on the product price?

Not necessarily. Article 17 includes specified duties and incidental import costs where they are not already included. Ask for the assessed base before checking the percentage.

Can I use a mainland quote for Madeira or the Azores?

Confirm exact service coverage and clearance first. Regional tax rules and the import location also need review. A mainland tariff or generic country setting is not a complete island quote.

Can VAT paid through IOSS remove all other import costs?

No. IOSS is a VAT collection arrangement for eligible sales. Customs duty, operator fees and accurate clearance data need separate checks.
