Shipping to Finland: mainland or Åland tax border?

Shipping goods to Åland needs a tax-border check even from mainland Finland. Confirm AX addressing, customs documents and who handles the declaration.

In short

  • Treat shipping to Finland as 2 destination cases: mainland Finland and Åland. Åland is part of the EU but outside its VAT area, so a parcel containing goods needs the applicable customs documents even when it is sent from mainland Finland; a Finnish country-level postage amount does not establish Åland service coverage.
  • Posti’s Åland instructions specify country code AX and an address that includes ÅLAND or AHVENANMAA.
  • Agree who handles presentation to Customs and the declaration before the parcel leaves; a transport booking alone does not complete the tax-border process.
  • A tax border number can change the declaration arrangement, but Finnish Customs says it is not mandatory for the stated sales to private individuals and non-VAT-registered buyers.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

An order addressed to Åland can look like an ordinary Finnish sale in your storefront. The destination still has a separate tax-border process. That distinction matters whether you dispatch from your existing European location, move stock to mainland Finland, or send goods from Great Britain. Check the destination before offering a standard Finnish delivery rule. This guide uses Finnish Customs, Posti and Åland Post instructions checked on 10 October 2026, with AirPost’s country-level prices as a clearly limited reference.

Why can a parcel within Finland need customs paperwork?

Posti explains that Åland belongs to the EU but lies outside the EU VAT area. Finnish Customs therefore publishes a national tax-border procedure for goods moved between Åland and mainland Finland. The relevant distinction is the tax territory crossed by the goods, not simply whether both addresses appear in one national market. A local stock location on the mainland does not remove that border for an order addressed to the islands.

Keep this separate from a general claim that every Finnish domestic parcel is an import. A normal mainland order and an Åland order need different handling. Also separate the need for a declaration from the amount ultimately payable: the existence of paperwork does not specify a universal duty rate or a fixed extra delivery charge. Use the actual product, buyer and movement when confirming tax treatment and the carrier’s service.

How should you record an Åland delivery address?

Posti’s business instructions specify AX as Åland’s country code and require ÅLAND or AHVENANMAA in the address. Preserve the customer’s confirmed locality and postcode alongside that destination information. If your checkout groups Åland under Finland, check what the carrier receives after export. A storefront country name and a carrier destination code can be different records; the full delivery data must still identify the actual destination.

Do not change AX to FI solely to make an unsupported quote appear. Ask the booked operator how it expects the destination to be entered and which service it can provide. If your store cannot represent the distinction reliably, review the order before payment of the shipping label. Keep any confirmed correction on the order, and make sure the customer’s email or mobile contact details survive the same export.

Which documents should accompany goods sent to Åland?

For companies sending parcels without the registered Customs arrangement described in its guide, Posti asks for a document showing the shipment’s value including costs, such as a commercial invoice. It also describes a Customs / Tull marking and registration number for registered Customs customers. Letters containing goods have separate instructions. Follow the procedure for your actual shipment type instead of treating every packet as ordinary correspondence.

Prepare the document from the real sale or stock movement. Identify the goods, quantities, value and currency consistently with the transport booking. A parcel with a vague description and an unexplained total makes the next person’s work harder. Keep a copy accessible to your support team and to the person responsible for clearance, so a request for missing information can be answered without asking the recipient to guess what is inside.

Goods and value documentDoes it match the actual contents, value, currency and costs?

Declaration ownerWho supplies the information and submits the appropriate declaration?

A handoff checklist. The carrier and Customs determine the actual fields and documents for your procedure.

Who handles the arrival notification and declaration?

Åland Post distinguishes the transport company’s arrival notification from the importer’s declaration responsibilities. Finnish Customs also explains that presentation can be made through the declaration where a separate presentation notification is not required. These are related steps with a defined procedure, not two forms that every buyer should independently submit. Confirm how your operator handles presentation and whether a representative is acting for the importer.

If someone represents your business, agree what they need from you and retain the clearance record. Representation does not mean that inaccurate invoice information becomes somebody else’s problem. For a consumer order, tell the buyer whether they will be contacted and what information your shop can provide. For a business shipment, establish the importer and its status before choosing a procedure intended for a different type of recipient.

Does every shop need an Åland tax border number?

Finnish Customs says a tax border number is not mandatory for companies selling to private individuals or buyers that are not registered for VAT. It describes a combined dispatch and import declaration for sales without that status. It also explains the tax-border-customer arrangement available to qualifying VAT-registered sellers. This is a procedural choice to confirm with Customs, rather than a number you should invent or copy from another business.

Posti recommends obtaining a VAT border number to facilitate trade and explains the recipient-clearance consequence when it is absent in the sending arrangement it describes. Read that alongside the Customs guidance: a recommendation to simplify a recurring process is different from an absolute registration requirement for every sale. If you expect repeat Åland orders, ask which arrangement fits your business and how the required identifier will reach the transport record.

Can you use AirPost’s Finnish postage reference for Åland?

The carrier-only European index retrieved on 10 October 2026 publishes a Finnish domestic 2 kg minimum of €7.28, a Germany-to-Finland minimum of €11.05, and a Netherlands-to-Finland minimum of €12.15. The page displays 26 September 2026 as its update date. These figures exclude platform and local preparation costs and describe country-level references, without establishing a supported Åland service or its clearance cost.

This article has not verified a bookable AirPost option for AX. Obtain a destination-specific quote and confirm acceptance before offering it to the buyer. Do not advertise the Finnish domestic minimum as the price to an island address, and do not calculate an Åland surcharge by subtracting unrelated country minima. A missing destination quote is missing data, not evidence that the route is free, unavailable everywhere or covered by the cheapest mainland service.

Use the Finland parcel cost guide for the broader origin comparison. When budgeting a real Åland order, keep the accepted transport amount, preparation, materials and any confirmed clearance work visible. If a charge is collected separately from the recipient, make that arrangement clear in the delivery terms rather than hiding it behind the word postage.

Would holding stock on mainland Finland solve the Åland issue?

It changes where the order starts, but goods still cross the tax border when they move from mainland Finland to Åland. AirPost’s local fulfilment service lets a shop send an agreed stock batch to someone near its customers, who prepares and drops off orders. That can provide a mainland origin for supported mainland services. It is not a customs representation service and does not establish island carrier coverage.

Agree a separate review for island orders with the sender. The shop should supply the confirmed destination and the information needed for the booked movement. The sender should know when to pause an order rather than use the default mainland label. The Finnish local-stock guide covers the broader arrangement; choose it around real mainland demand rather than assuming every order in a Finnish storefront follows the same route.

What changes when the parcel starts in Great Britain?

Åland Post states that shipments arriving from third countries must be customs cleared before delivery. Ask the booked operator which import procedure applies to the actual Åland destination and who will act for the importer. A service quoted for mainland Finland does not settle that question. Give the operator the real products, origin information, values and recipient details so it can confirm the transport and declaration arrangement together.

Avoid telling the buyer that a general EU VAT setting in your shop removes every Åland requirement. Confirm the specific tax treatment with the operator or relevant tax authority before making a tax-inclusive promise. Equally, do not apply a mainland-import article blindly to a Finnish stock movement across the tax border. The starting place and the receiving tax territory both belong in the order review.

What should your shop tell an Åland customer before dispatch?

Give the customer the booked operator, the confirmed destination and a plain explanation of any expected clearance contact. State who provides the documents and who is responsible for a separately collected amount. Use a delivery estimate that accounts for the actual service and process; do not convert a mainland estimate into a guarantee for an order awaiting clearance. If you cannot confirm a service, resolve that before promising dispatch.

  1. Confirm Åland destination data and operator acceptance.
  2. Prepare the goods-and-value document for the actual shipment.
  3. Agree presentation, declaration and recipient communication.
  4. Keep the booking and clearance references with the order.

Frequently asked questions

Is Åland outside the EU?

Posti identifies Åland as part of the EU but outside the EU VAT area. That tax-territory distinction is why a parcel containing goods needs a separate procedure, including when dispatched from mainland Finland.

Should the carrier destination use FI or AX?

Posti’s Åland instructions specify AX and an address including ÅLAND or AHVENANMAA. Confirm the input required by your actual carrier and retain the correct destination through checkout export.

Must every seller obtain a tax border number?

Finnish Customs says it is not mandatory for the stated sales to private individuals and non-VAT-registered buyers. Confirm the applicable declaration arrangement rather than treating a recommended registration as universal.

Does the Finnish domestic minimum include an Åland service?

The country-level index does not establish that. This article has not verified an AirPost booking for AX, so the destination needs a separate acceptance check and quote.

Can a mainland Finnish sender remove the tax-border paperwork?

A mainland stock location changes the dispatch origin, but goods sent onward to Åland still cross the tax border. Agree the appropriate documents and declaration handoff for that movement.
