In short
- Shipping to Andorra can qualify for customs-union treatment for goods in HS chapters 25–97, provided their customs status and paperwork meet the rules. Goods in chapters 1–24 follow a different framework, so a single Spain or France delivery price cannot establish the landed cost of every basket.
- A product made outside Europe can still be in EU free circulation; where you packed it does not prove that status.
- Ask the carrier who prepares the transit or status evidence before quoting delivery. A duty benefit does not establish that clearance services are free.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
A webshop order for Andorra creates a pricing problem before it creates a parcel. Your customer is buying ordinary retail goods, but your checkout may only distinguish EU and non-EU destinations. Neither setting answers whether this particular basket benefits from Andorra’s customs union. To price the order, you need the product classification, the goods’ customs status, an accepted service and the cost of the documents that service requires.
This guide is for sellers dispatching from an EU stock location. It separates the industrial-goods rules from the agricultural framework and gives you a quote worksheet you can use without inventing an Andorra label rate. The official sources and AirPost fee constants were checked on 13 October 2026. No transport price or delivery guarantee to Andorra is established here.
Which part of your basket falls within the customs union?
The European Commission identifies the scope of the EU–Andorra customs union as chapters 25 to 97 of the Harmonized System. It treats chapters 1 to 24 separately. Start from the commodity classification of each item, rather than the category name on your storefront. A shop department such as gifts can contain products governed by different rules.
For a mixed order, keep a line-level product record. Give each item its description, quantity, declared value, classification and status evidence. The reason is practical: a broker cannot decide the treatment of the whole consignment from a description such as gift box. Packaging several products together does not make their classifications identical. Ask for a quote that acknowledges the actual contents.
French Customs also distinguishes this customs-union framework from preferential origin arrangements for agricultural products. Its explanation of Andorran-origin agricultural goods entering the EU should not be reversed into a blanket exemption for your EU-to-Andorra food sales. Direction matters. If you sell food or another chapter 1–24 product, have its specific treatment checked before including it in an industrial-goods delivery rule.
| Your product record | Question for the carrier or broker | Pricing consequence |
|---|---|---|
| Chapters 25–97; EU free-circulation evidence available | Which accepted document establishes status on this service? | Compare transport plus document preparation and destination charges. |
| Chapters 25–97; status not established | Must the goods be handled as non-Union goods? | Leave any duty benefit unconfirmed. |
| Chapters 1–24 | Which agricultural or product-specific rules apply in this direction? | Obtain a separate classification-based assessment. |
| Mixed basket | Can every invoice line be treated correctly in one consignment? | Compare one documented shipment with any necessary separation. |
Does made outside the EU mean outside free circulation?
No. French Customs explains that free circulation can include third-country goods whose import formalities have been completed and duties paid. Manufacturing origin and customs status are different facts. An imported product held in your EU stock can therefore have a different status from an otherwise identical item still moving under an uncleared customs procedure.
Keep the supporting import records connected to the stock you are selling. A supplier’s country address, your European return address or a domestic carrier label does not replace those records. If you buy from a distributor, establish what documentation you can obtain before promising the customs-union benefit. The question is whether you can support the treatment of the goods, not whether their packaging looks European.
For your product file, store origin and customs status in separate fields. This avoids a common operational shortcut: someone sees imported on a product record and assumes duty must be paid again, while someone else sees EU warehouse and assumes no documents are necessary. Both decisions skip the evidence needed for an accurate quote. Give the broker the facts and retain their response.
What do T2, T2L and T1 change about the route?
French Customs describes goods in free circulation moving under internal Union transit, T2, or travelling with proof of Union customs status. Where that transit procedure is not used, its guidance identifies T2L or equivalent evidence. Goods outside free circulation follow external Union transit, T1. These are different customs arrangements, rather than cheaper and more expensive delivery speeds.
The Commission’s transit overview explains why a transit procedure can move clearance to the destination rather than completing it at the entry point. Ask the operator which arrangement applies to your parcel product, who submits it and how its completion will be evidenced. Do not prepare a document merely because you found its name in an article. Your service and goods must fit the chosen procedure.
Before buying the label, request a written answer to three practical questions: which customs documents are included, which are charged separately, and what the recipient must do. If a low transport quote leaves document preparation unspecified, it is incomplete for a seller’s comparison. A second quote with a higher label price may cover work omitted from the first. Compare the same responsibilities.
How do you build an Andorra shipping cost without a guessed label price?
Start with the parts you can verify. AirPost’s small-parcel preparation recommendation is €2.25 and the platform fee is €0.85, using the shared constants retrieved on 13 October 2026. Their sum is €3.10 before carrier transport, packaging and customs-related work. The sender sets the agreed preparation fee; the recommendation is a calculation reference.
If a permitted packing plan requires two small parcels instead of one, those two fee components become €6.20. That doubles this preparation subtotal, but it does not tell you whether two transport labels or two declarations are economical. Add their actual quoted costs. If an AirPost displayed label already includes the platform fee, use it once in the final worksheet.
Write the complete calculation as preparation plus transport plus separately quoted document work plus assessed destination charges. Keep seller-paid and recipient-paid amounts in different columns. For now, transport is a pending quote rather than a zero. This is useful even when the customer pays import charges: you still need to explain what their checkout payment covers and which additional steps may precede delivery.
Would packing in France or Spain remove the Andorra paperwork?
Changing the dispatch location may change the transport quote. It does not establish the goods’ customs status or erase the destination’s requirements. Compare an EU origin close to the market with your current origin only after both services have accepted the same contents and documentation. A short road distance is not a customs classification.
The AirPost seller model lets you agree a stock batch and order preparation with a sender at an available origin. It does not automatically appoint that person as a customs representative or establish a live Andorra service. If you use a sender for preparation, decide who supplies the invoice and who checks the customs documents before the carton leaves their hands.
For the nearby mainland market, the existing Spain shipping cost guide addresses a different destination. Use it for mainland comparison rather than importing its price into an Andorra order. The domestic versus international cost explanation helps separate a change of packing origin from the final customer route.
What should be settled before you switch on Andorra checkout?
Open the market for a defined product set, rather than enabling every SKU immediately. For each permitted basket, retain the classification review, status evidence, carrier acceptance and payer arrangement. Have your checkout preserve Andorra as the real destination. Selecting a neighbouring country to make a rate appear leaves the final address and customs movement unresolved.
Give your packing instructions a document checkpoint. The person closing the carton should match the physical contents to the invoice, attach the documents required by the booked service and preserve the tracking reference. If the basket changes after the quote, return it for review. An additional food item can change the customs question even when it barely changes the parcel weight.
For a held shipment, collect the actual request from the carrier before responding. Identify whether it concerns value, product classification, status evidence or payment. Sending the same generic invoice repeatedly will not resolve a request for another document. Once the issue is settled, update your own packing instruction for that product combination; do not turn one shipment’s outcome into a promise for every Andorra order.
Frequently asked questions
Can a webshop send a parcel to Andorra without customs duty?
Qualifying goods within the customs union may benefit, but classification, free-circulation status and accepted evidence must be established. That does not mean transport, clearance services or all destination taxes are free.
Is shipping to Andorra the same as shipping to Spain?
No. Quote the actual Andorra destination and customs arrangement. A mainland Spain service price does not establish acceptance or landed cost for Andorra.
Can goods manufactured outside Europe qualify?
They may be in EU free circulation after completed import formalities and paid duties. Keep manufacturing origin separate from customs status and obtain the required evidence.
Does the Andorra customs union include food?
Its main scope is HS chapters 25–97. Chapters 1–24 have a separate framework, so review the classification and direction of trade for food and mixed baskets.
Is T2L always the document my carrier needs?
No. French Customs describes transit and status-evidence alternatives. Confirm the accepted procedure for the service before preparing documents or promising a duty benefit.
