UK to EU parcels: how to prove preferential origin

Check UK–EU preferential origin before dispatch: product rules, supplier evidence, statements on invoices, mixed orders and the records exporters keep.

In short

  • To claim UK–EU tariff preference, the goods must meet the applicable origin rule and the importer must make the supported claim. GOV.UK says a UK exporter issuing a statement on origin must keep it and its supporting records for 4 years; a UK dispatch address alone proves neither eligibility nor the claim.
  • A statement on origin and the invoice’s country-of-origin field are related but different parts of the record.
  • Goods merely bought, stored or relabelled in Britain do not automatically become qualifying UK-origin goods.
  • A supported duty preference does not remove import VAT or the need for a customs declaration.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

Your shop sends a parcel from Manchester and the buyer expects the UK–EU trade agreement to make it duty-free. Before accepting that expectation, ask what the products are, where and how they were made, and which evidence supports a preference claim. This guide focuses on that decision and its records for UK sellers. It does not compare postage or repeat the general Brexit cost guide. HMRC’s origin guidance and the relevant EU low-value clarification were checked on 9 October 2026.

Is origin the same as the country of dispatch?

No. GOV.UK explains that origin concerns where goods are grown, produced or manufactured under the applicable rules, rather than simply where they are bought or shipped. A British shop can dispatch goods of another origin. A British brand can also source finished products made elsewhere. Keep those facts separate in your catalogue so a saved UK return address does not automatically populate the origin of every product line.

The preferential question is more specific than a general made-in label. You must check the product rule in the agreement for the goods concerned. Some products can involve materials from several countries and still qualify if the required production conditions are met. Others will not qualify. The useful record is the product-specific conclusion with its evidence, not a country assumption applied to the shop as a whole.

Which product rule should you check?

Start with the correct classification of the finished product, then locate its rule under the trade agreement. GOV.UK describes different tests, including changes in classification, limits involving non-originating materials and specified production processes. Do not borrow another product’s percentage or manufacturing test. A general statement that assembly happened in the UK does not establish that the applicable rule is satisfied.

Ask the producer for the information needed to test that particular rule. For a finished product you resell, establish whether the supplier can support its preferential origin. For goods you manufacture, keep the relevant material, production and valuation records. If the answer remains uncertain, have the customs agent review it before you issue the statement. A product can be shipped without you inventing a preference it cannot support; price and explain the actual treatment instead.

Does adding a UK label make imported products originate?

No. GOV.UK identifies minimal operations, including affixing a label, as insufficient to change origin. Other simple processes must be assessed under the relevant agreement. Rebranding is therefore not a sound basis for a preference claim. Tell the agent what production actually happened, rather than using a phrase such as finished in Britain without explaining the work.

For a shop holding goods imported from elsewhere, separate its retail activity from manufacturing evidence. Buying stock, photographing it, writing instructions and dispatching it are real business tasks, but they do not demonstrate the product’s origin rule. Keep the supplier’s origin information with the product record. If a customer requests UK-origin goods specifically, answer from that evidence rather than from the location of your stock shelf.

What does the statement on origin need to do?

A statement on origin uses the prescribed wording under the agreement and is made out by the exporter on an invoice or another document identifying the originating products sufficiently. Use the current official wording and complete its fields for your shipment; do not create a short substitute declaration. GOV.UK says the exporter must hold information supporting the originating status, including relevant supplier information where needed.

The document should let the importer or agent connect the statement to the goods claimed as originating. In a mixed order, identify the qualifying and non-qualifying lines clearly. Keep a copy of the version issued. An invoice origin field that says UK does not, by itself, establish that the prescribed statement and supported claim were supplied. Your own document review should check both the product information and the proof used for preference.

Does the UK exporter need an EU REX number?

Keep the direction of trade clear. GOV.UK identifies a UK exporter’s reference number as its EORI. Its separate reference to an EU REX number for exports above €6,000 concerns the EU exporter requirement. Do not apply that EU exporter threshold to a British shop simply because its customer is in the EU. Confirm the identification expected for your exporter and the particular statement before issuing it.

This distinction often gets lost when a shop copies guidance for the reverse trade route. Check who is exporting, who is importing and which country’s declaration is being discussed. The same caution applies to validity periods and system codes. Ask the agent for the fields needed on the destination’s import, rather than entering UK import declaration codes on an EU form. A copied template is only useful after its direction and scope have been checked.

Can a small commercial parcel skip the origin proof?

Do not assume that a small shop order is covered by the agreement’s private small-consignment waiver. GOV.UK states that the EU waiver for qualifying small packages does not apply to commercial imports. A customer purchase is a commercial transaction even when the recipient buys for personal use. Ask which supported proof and declaration apply to the sale, rather than treating the buyer’s private status as the deciding fact.

Also distinguish the proof question from the current low-value duty route. The European Commission’s 2026 guidance conditions the preferential-agreement exclusion from the temporary low-value duty on the appropriate full H1 declaration and VAT not being collected through IOSS. An origin statement is therefore not a standalone promise that every low-value delivery route has the same duty result. Confirm the procedure with the representative. The low-value duty guide covers that separate framework.

Could the importer claim using its own knowledge?

GOV.UK describes importer’s knowledge as an alternative basis for claiming preference. It requires enough information to show that the products satisfy the origin rules. Knowing that your shop is in Britain is not that information. Ask the importer or agent what it can actually substantiate, and whether the producer can share the required records. If the supporting production details cannot be provided, a properly supported exporter statement may be the workable route instead.

Agree the proof route before the goods leave. Do not send a statement and assume someone will claim preference, or tell the buyer to use importer’s knowledge without giving them the evidence it requires. Keep confirmation of the agreed route with the order. If the representative is unsure which product lines qualify, resolve the distinction before submission rather than leaving the question to the receiver during clearance.

How long should the UK exporter keep the records?

GOV.UK instructs a UK exporter that makes out a statement on origin to retain the statement and supporting records for four years from the date it was made out. Its guidance also identifies a 12-month validity period for statements used on exports to the EU. Retention and validity are different: evidence remains necessary after the period in which a statement can support a new claim has ended. Electronic records are permitted under the guidance.

Keep the evidence linked to the actual product version and supplier. A folder containing an invoice but no explanation of the origin conclusion is difficult to review later. If you learn that a statement used incorrect information, GOV.UK says to notify the customer immediately in writing. Record that notification and the correction. Do not silently update future invoices while leaving the affected importer unaware of the earlier unsupported claim.

What should your final dispatch review check?

  1. Match the actual goods to their current classification and supplier records.
  2. Confirm the relevant origin rule and retain the evidence supporting the conclusion.
  3. Distinguish qualifying lines from the other goods in a mixed invoice.
  4. Issue the appropriate supported statement, or agree the importer’s-knowledge route.
  5. Confirm the agent will make the intended preference claim under the correct procedure.
  6. Keep the issued documents, declaration outcome and evidence together.

Check VAT, product permissions and transport independently. A duty preference does not make those tasks disappear. The general Brexit shipping guide covers the wider dispatch process. Treat a preference as a supported customs claim for identified goods, rather than a marketing phrase attached to every parcel leaving your shop.

Does moving stock to an EU sender change its origin?

Moving or storing stock does not manufacture a new origin. With AirPost’s local fulfilment, a suitable verified sender holds an agreed batch and packs ordinary orders from home. The shop arranges the batch import and applicable registrations, using the supported product and origin records. After clearance, domestic customer orders can leave from that stock. Keep the incoming paperwork linked to the inventory; a local sender is not automatically your importer or origin certifier.

Frequently asked questions

Can a UK shop claim preference for everything it dispatches?

No. Check each product’s applicable origin rule and evidence. A British seller, brand or dispatch address does not establish preferential origin for imported finished goods.

Can I write UK origin on the invoice without a statement?

A country field alone does not establish a supported preference claim. Confirm the appropriate proof route, prescribed statement where used, and declaration with the importer or agent.

Does an EU REX threshold apply to a UK exporter?

GOV.UK distinguishes the directions: a UK exporter is identified by its EORI, while the cited REX requirement concerns EU exporters. Do not copy the reverse-route threshold into your UK process.

Will a valid origin statement remove VAT and clearance fees?

No. Preference concerns the relevant duty treatment under its conditions. Import VAT, operator charges and customs submission remain separate questions.
