Universal Credit minimum income floor: a packing side job

Does the minimum income floor apply to a small packing side job? Check gainful self-employment, the up-to-12-month start-up period and quiet months.

In short

  • A small packing side job does not automatically trigger Universal Credit’s minimum income floor: DWP must assess whether you are gainfully self-employed and whether the floor applies. An approved start-up period can last up to 12 months, during which actual monthly earnings are used instead.
  • DWP checks whether self-employment is your main work and is organised, developed, regular and expected to make a profit.
  • If the floor applies, a quiet month can be assessed using assumed earnings greater than the money you actually earned.
  • Monthly reporting still applies even if packing is not your main work or DWP does not classify you as gainfully self-employed.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

You want a modest paid activity, but hear that Universal Credit assumes a full business income even when work is scarce. The missing question is whether that rule applies to your circumstances. This guide focuses on the minimum income floor and start-up decision, using official DWP guidance checked on 9 October 2026. It covers Great Britain; Northern Ireland readers should use the nidirect guidance linked below. For the separate work-allowance calculation, see packing income and Universal Credit.

What does the minimum income floor actually mean?

The floor is an assumed level of earnings for the benefit calculation. DWP describes it as what an employed person in similar circumstances would earn on the relevant minimum wage, after tax and National Insurance. Your work coach identifies the applicable figure at the self-employment appointment. It is not a universal monthly amount, an AirPost earning target or a payment the platform must provide.

Where the floor applies and your actual earnings are lower, UC can use the assumed amount. Actual earnings above it are used instead. That can make your UC payment lower than a calculation using only a quiet month’s real earnings. Keep two figures distinct in your budget: the money your activity produced and the earnings figure used for UC. An assumed assessment amount does not add money to your account.

When is a packing activity gainful self-employment?

DWP’s guidance says gainful self-employment is your main job or main income source and is organised, developed, regular and expected to make a profit. It gives records, a business plan or advertising, and steady current and future work as examples of evidence. The work coach makes the assessment. Completing an online profile or holding a shop’s products does not, by itself, answer all those questions.

Explain whether packing supplements an employed job, accompanies another business or is intended to become your main work. Describe the actual arrangements with shops, the work already agreed and any steps taken to develop the service. A forecast can help explain your intentions, but label it as a forecast. Do not present availability for future orders as confirmed demand or describe a suggested earnings calculation as a signed customer agreement.

What if DWP does not consider the activity gainful?

DWP’s guidance says you may still need to look for other work, depending on your circumstances and claimant commitment. It also explicitly requires income-and-expense reporting when the activity is not your main work or is not classed as gainful self-employment. Those are separate outcomes. You should not interpret a decision about gainfulness as an instruction to stop reporting the money earned from the activity.

Get the practical implications clear through your UC account: which reporting task applies, what work-search responsibilities remain and whether the floor is being used. Keep the official decision alongside the information you provided. If your circumstances later change, that record helps you explain what has changed rather than relying on an old description of a small side job.

How does an approved start-up period change things?

DWP describes a start-up period of up to 12 months for eligible self-employed claimants. During it, UC uses actual monthly earnings and the minimum income floor does not apply. Eligibility is decided at the self-employment interview; creating an AirPost account does not start or approve that period. Confirm the dates and conditions in your claim before forecasting payments around it.

The official guide requires meetings with the work coach and evidence of active steps to increase self-employed earnings. It says the start-up period can end early if you do not attend or cannot provide that evidence. Treat the approved period as a specific arrangement with ongoing conditions. It is not a promise that low fees will be ignored or that UC will replace every missing order.

What does a quiet month look like with and without a floor?

Hypothetical situationActual counted earningsAmount used in this simplified example
Floor applies; assumed floor £1,500£300£1,500
Same assumed floor; busier period£1,000£1,500
Same assumed floor; earnings above it£1,700£1,700
Approved start-up period; floor does not apply£300£300
Original examples for one person with no other earnings or complicating adjustments. The assumed £1,500 floor is used only to demonstrate the comparison. DWP determines your actual floor from your circumstances.

In the first two rows, the activity produces different amounts of real money, while the assumed earnings figure stays the same. That is why using the actual fee total alone can misstate the UC result. In the start-up row, actual earnings form the starting point instead. None of the rows calculates a final UC award: work allowance, household circumstances and other relevant adjustments still need to be applied.

Does changing shops give you another start-up period?

A new shop, platform account or fee agreement does not automatically create a new start-up entitlement. DWP’s guide says a further start-up period requires more than five years since the last one and a new business in a different trade, profession or vocation. Changing the customer for the same service is not proof that those conditions have been met. Explain the actual business change to your work coach and get the decision confirmed.

If you have claimed UC while self-employed before, bring the dates and description of that activity to the interview. Keep that history separate from when you opened a sender account. It can matter to the start-up decision even if the proposed packing service is new to AirPost. Assessing eligibility before accepting stock is more useful than budgeting around an unconfirmed fresh period.

What evidence is useful at the self-employment interview?

  • Business details and the date the paid activity actually started.
  • Shop agreements, service invoices, fee statements and receipts for personally paid costs.
  • Bank records and the workings linking them to your income-and-expense reports.
  • A business plan or evidence of genuine marketing and development, where applicable.
  • Details of other self-employment and payslips if you also have an employed job.

DWP accepts paper or digital evidence and asks claimants to bring as much relevant information as possible. For a packing arrangement, a useful account explains the service you provide, the agreed fee and the shop’s requirements. AirPost’s model has the shop provide its stock and packaging, with the sender preparing and handing over orders. That makes the shop’s goods different from products you bought to resell or personal assets you own.

Keep the operational and financial records connected but distinct. A stock count explains what you are holding. An order list explains completed work. A payment statement explains fees and deductions. Together they can support the description of the activity, while none alone proves that future orders will be regular. The earn from home page explains the service; build your evidence from the arrangement you actually have.

Which monthly records matter when orders are uneven?

Use the assessment dates shown in your UC account. DWP’s reporting guide says to report payments received in those dates, even if the work was done earlier, and to report allowed business expenses for the relevant period. Keep fee credits, deductions, withdrawals and bank deposits so the payment route can be explained. If the receipt date for a platform balance is unclear, request the correct treatment through UC instead of assuming only a bank withdrawal counts.

Do not average a busy period and a quiet one into a made-up monthly receipt. Nor should you estimate a future tax payment as though it had already been paid. DWP’s detailed expense guidance requires actual payments for business tax, relevant National Insurance and pension costs. Keep a separate personal cash reserve if you need one, but preserve the distinction between setting money aside and paying an allowable expense.

What should you review before the start-up period ends?

  1. Check the approved end date

Use the date and conditions recorded for your claim. Do not infer it from a platform sign-up date or from when the first shop contacted you.

  2. Ask which calculation will follow

Confirm whether the minimum income floor will apply and the figure DWP has set for your circumstances. Include employment or other income that affects the decision.

  3. Compare with real business evidence

Review actual fees, personally paid costs and the work agreed with shops. Separate completed orders from expected future demand.

  4. Plan for the resulting cash position

Compare the UC statement with the money your activity actually produces. Discuss any required additional work or changed commitment with the work coach.

If the activity closes, changes significantly or becomes seasonal, DWP requires relevant changes to be reported. Setting an AirPost profile inactive is a platform action; it does not itself update a UC claim or establish that a business has closed. Explain the actual change and provide evidence if requested. The sender payout guide helps you understand payment records, while your UC account records the benefit decision.

Frequently asked questions

Does every paid packing side job have a minimum income floor?

No automatic platform rule determines that. DWP assesses your self-employment and whether the floor applies. Describe the activity and your other work at the self-employment appointment.

Is the demonstration figure of £1,500 an official minimum?

No. It is used only to explain the comparison. Your floor depends on your circumstances and is identified by DWP.

Do I automatically get 12 months when I create a sender account?

No. A start-up period is decided for your UC claim and can be up to 12 months. Its conditions and dates do not come from platform registration.

Can moving to a different shop restart my start-up period?

Not automatically. DWP’s further-period rules require more than five years since the previous period and a business in a different trade, profession or vocation. Ask about your actual history and proposed activity.

Can I skip reporting when no shop sends me orders?

No. DWP requires monthly reporting even when you had no income or expenses and even when the activity is not gainful self-employment.

Will a low-earnings month always increase my UC payment?

No. If a minimum income floor applies, assumed earnings can be used above your actual earnings. Check the decision before relying on an actual-income forecast.
