In short
- USPS lists 3 different customs declarations for its main merchandise services to Canada: PS 2976 for First-Class Package International, PS 2976-A for Priority Mail International and PS 2976-B for Priority Mail Express International. Use the document generated for the purchased service and transmit the required item data before handing over the parcel.
- PS 2976-R is the retail worksheet you can bring to the Post Office for the clerk to create the actual label. It is not a shortcut around electronic processing.
- First-Class Package International has limits of 4 lb and US$400 in value. Product and destination restrictions still apply within those limits.
- Canadian import charges are a separate decision from selecting and printing the US postal form.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
Your packing station already prints domestic USPS labels. A Canadian order adds a second set of facts: what the goods are, what they are worth and which international service admits them. Make those facts available before the packer buys postage. The aim is a parcel whose physical contents, electronic declaration and printed documents all describe the same order.
Which form follows the international service you buy?
| USPS merchandise service to Canada | Country listing’s declaration | Packing check |
|---|---|---|
| First-Class Package International Service | PS Form 2976 | Use the generated declaration for the eligible small packet |
| Priority Mail International | PS Form 2976-A | Follow the required document set and PS 2976-E envelope instruction |
| Priority Mail Express International | PS Form 2976-B | Follow the generated set and PS 2976-E envelope instruction |
| Retail preparation at a Post Office | PS Form 2976-R worksheet | Present the goods and worksheet so the clerk creates the service’s label |
The Canada country listing is the destination-specific reference. The form can be combined with the shipping label. Where customs information is incorporated into the properly generated form, do not add an unrelated second declaration just because an old packing instruction calls for a green sticker. Resolve the required pages and placement from the active service’s instructions.
USPS’s customs forms page describes Click-N-Ship creation and the retail worksheet route. If you use a label platform instead, check the actual document output for that service. A generic label-printing button does not establish that the declaration was transmitted or that every required page was included. Retain the generated document with the order for later inquiries.
What should your catalog supply before anyone prints?
Create an export-ready product record with a clear description, origin evidence, quantity unit and current value information. Keep the product’s own weight distinguishable from the finished parcel’s gross weight. Your package measurements describe the carrier’s outer parcel; the contents record describes the merchandise. A box containing different kinds of goods needs item-level information rather than your store’s trading name as the description.
USPS requires descriptions that identify the item, material and purpose with suitable detail. For a shop, a useful test is whether someone outside the business could understand the goods without seeing the listing photo. An internal product nickname does not pass that test. Correct the catalog description at its source before reuse, and give the packer an approved phrase rather than asking them to improvise while handling the order.
USPS’s own tools can assign HS codes from acceptable descriptions. Other software can require you to supply a code. Establish which workflow you use before importing product data. The HS and HTS article explains why an international classification and a longer national code should be distinguished. The classification accepted on a postal screen should not be treated as evidence of CUSMA origin qualification.
Review quantity and value together. A price per retail pack and a count of individual pieces can produce a wrong total even when both fields look plausible. Preserve the actual sale currency and a supporting order record. Declaring a paid order as a gift, inserting a nominal value or copying the prior customer’s quantity does not solve a missing product record. Stop that item’s dispatch until the information is resolved.
Why can a printed declaration still leave electronic data missing?
Under International Mail Manual 123.32, privately printed customs forms require electronic transmission using approved software. The information must be transmitted before the mailing is tendered. USPS identifies possible refusal, delay or return when that requirement is not met. A readable form attached to the outside does not by itself establish successful electronic submission.
Make the software’s successful customs submission part of your ready-to-dispatch status. If one person buys labels and another packs, the handover should show that the active shipment has its document set and data. A cancelled label and its saved PDF should not remain selectable as the current shipment. Link any reprinted documents to the actual purchased label after a service or address change.
Investigate a rejection at the product-data level before repeatedly buying postage. Compare the transmitted item record with the visible form: description, quantity, value, origin and recipient information. Check whether a field was empty in the source catalog or lost during transfer. Save the rejection message with that comparison. This gives your software provider a specific problem to examine instead of a report that international labels do not work.
Which Canada restrictions can rule out your usual service?
First-Class Package International accepts eligible packages up to 4 lb, including 64 oz, with value up to US$400. Those limits are service admission conditions. They are unrelated to Canada’s customs relief thresholds. Check the packed weight and genuine merchandise value before presenting that option at checkout, and review the destination listing for the actual goods.
The Canada listing contains a less obvious restriction: jewelry, watches and various other valuable articles are prohibited in Priority Mail Express International shipments to Canada. A more expensive or faster service can therefore be unsuitable for the product. Do not automatically upgrade a delayed jewelry order into that service. Select a permitted arrangement for the actual item and check its protection separately.
The same listing requires complete sender and addressee information in Roman letters and Arabic numerals. Make Canadian address completeness a checkout and packing check, rather than assuming an accepted payment means the address is ready. When the buyer corrects an address, update the active shipment record and the documents together. Keep the old version identifiable as superseded so it cannot accidentally be packed.
Does Canada need the usual US export filing at every value?
Electronic Export Information is separate from the USPS customs declaration. The Census Bureau’s foreign trade reference summarizes the Canada exemption under 15 CFR 30.36. Exceptions include certain licensed goods and goods only passing through Canada to another destination. Review the actual export before choosing an exemption legend. Do not assume that a general value rule for other countries determines the Canadian case.
Keep the export determination with the shipping record, including the correct filing reference or exemption notation required by your workflow. A printed customs form can contain that notation, but completing it is not the same as checking the legal basis. If the goods require an export authorization, resolve that before label purchase. The destination country and final destination both matter to the decision.
How should you budget postal preparation separately from domestic orders?
Use a domestic benchmark only for its actual domestic purpose. On October 14, 2026, the AirPost US-to-US options page displayed small-parcel Ground Advantage from approximately US$7.78 and FedEx Ground Economy from US$8.22. The difference is US$0.44 at those starting displays. Both include the platform fee, with the sender’s agreed compensation additional.
That calculation can inform your US preparation budget; it supplies no price for mailing the goods to Canada. For a Canadian export order, obtain the international postage quote, account for your document work and review recipient import charges separately. The AirPost page uses converted displays and says payment is settled in euros, so the USD reference is not a guaranteed settlement amount.
If you later place stock with a Canadian sender, the inventory crossing needs its own commercial documents. Subsequent domestic Canadian retail dispatch does not use a US export declaration for each customer parcel. AirPost’s copy describes supplying a sender with stock and packaging for packing and drop-off. Confirm the available setup first; use the stock arrival guide to keep product identity and quantities clear at handover.

Frequently asked questions
Do US store orders sent to Canada need a USPS customs form?
Merchandise parcels need the declaration appropriate to the service. USPS’s Canada listing distinguishes PS 2976, 2976-A and 2976-B. A document-only mailpiece has different rules; do not apply them to a product sale.
Can I fill out PS 2976-R by hand?
USPS permits the retail worksheet route: bring the completed worksheet and parcel to the Post Office for processing and label creation. It does not replace the final service declaration or electronic processing.
Can I send a US$400 product with First-Class Package International?
The published value ceiling is US$400 and the weight ceiling is 4 lb. The actual product, package and Canada restrictions must also qualify; meeting the dollar limit alone is insufficient.
Do I need to find the HS code myself?
USPS says its own tools can assign codes from acceptable descriptions. Your chosen platform may require supplied classification data. Check the workflow and keep the description accurate in either case.
Can I use Priority Mail Express International for watches to Canada?
The Canada country listing prohibits watches and jewelry in that service. Choose a permitted arrangement after reviewing the product and route, rather than assuming an express upgrade is suitable.
