Working student health insurance: Dutch parcel income

Paid parcel work can change a foreign student’s Dutch insurance position. Check Wlz assessment, CAK deadlines and earnings before accepting orders.

In short

  • Paid work alongside study can make an international student subject to Dutch Wlz insurance and therefore require Dutch basic health insurance; a small parcel income does not answer that assessment. The SVB can assess your position and says processing may take up to 8 weeks.
  • Coming to the Netherlands solely to study normally does not make you automatically Wlz-insured, even when you are registered at a Dutch address.
  • If a CAK uninsured letter arrives, act within its deadline: arranging required basic insurance or requesting a Wlz assessment is different from merely retaining a foreign student policy.
  • Compare parcel fees after commission with your actual insurance and work costs. A bank payout is not the final amount available to spend.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

You arrived in the Netherlands with student insurance and now want to earn by packing orders from your room. The fee calculation is easy to see, while the insurance consequence is less visible. Before accepting work, find out whether the activity changes your Dutch social-insurance position. Your nationality, residence facts and actual work may matter more than the label student.

This article concerns a foreign student studying and considering paid parcel work in the Netherlands. It is about health-insurance administration rather than medical treatment. Keep the question separate from permission to work: a residence document can allow an activity without determining which health policy you must hold once you carry it out.

Does a Dutch address mean you already need basic health insurance?

The SVB’s student guidance says a student arriving solely to study will normally not be automatically insured under the Wlz. Starting paid work alongside study can change that position. The Wlz status is a social-insurance assessment; it is not the name of an insurance product you choose from a comparison site.

Start with the facts that were true when your current policy was arranged. Did it assume that you would only study? Have you now begun another activity, or are you still considering one? Keep the policy documents and describe the change accurately when contacting the insurer and the SVB. A general question about student cover can miss the new paid service.

Municipal registration, a Dutch bank account and receiving a student card do not tell you whether a particular paid arrangement changes your position. Use the relevant assessment rather than collecting unrelated documents as proof. Equally, do not cancel an existing policy merely because you have opened a work account. First establish what cover is required and from which date.

What should you tell the SVB about independent parcel work?

Describe the tasks in ordinary language. A shop sends stock and packaging to your address, the goods remain its property, and you accept customer orders, print labels, pack items and drop parcels off. You agree a fee per parcel. This is the workflow shown on AirPost’s earn-from-home page, rather than a generic statement that you have started using an app.

The SVB assessment instructions ask for documentary evidence, including evidence of self-employed work. Describe the arrangement and relevant dates, then provide what the application requests. A projected monthly fee is useful context but cannot replace the records showing what activity you actually perform.

  1. Separate planned work from work already started

State whether you are making enquiries, have agreed a service, or have already performed paid tasks. Use actual dates and mark future details as provisional.

  2. Describe the working relationship

Explain who pays, how the rate is agreed and what tasks you do. Include existing employment, internships or other work instead of presenting the parcel service in isolation.

  3. Gather the requested evidence

Keep agreements, registration details where relevant, completed-work records and payment statements available. Upload the documents requested for your assessment.

  4. Use the decision to clarify your policy

Discuss the outcome and relevant date with your health insurer. Keep the assessment, policy confirmation and any CAK correspondence together.

If you also have a paid internship, mention it. The SVB applies specific internship rules and warns that another job can affect the position. Do not reuse an answer that was given solely for your internship as proof for a separate parcel service. Similarly, tell the SVB if you work outside the Netherlands as well; your original student-only description may then be incomplete.

An assessment can take time, so ask about the change when the work becomes concrete. Keep a copy of what you submitted. If the proposed activity changes before the decision, clarify which facts the assessment concerns. This is more reliable than interpreting a delayed answer as permission to keep every existing arrangement unchanged.

Which insurance deadlines matter when you start earning?

Government.nl explains the four-month period for arranging compulsory Dutch health insurance. Within the relevant period, cover is retrospective and premiums are due from the required start date. Arranging it too late can leave earlier healthcare costs uncovered. Ask the SVB and insurer which start date applies after your circumstances change.

That period is not a reason to regard the first months of compulsory cover as free. A later administrative payment may still relate to an earlier insured period. For budgeting, include the premium from the applicable date rather than from the day you happen to finish an online application. Avoid spending all your parcel payouts while that cost is still unresolved.

The CAK’s uninsured-letter guidance has a separate three-month deadline. If you believe Dutch basic insurance is required, arrange it; if you believe you are not required to hold it, request a Wlz assessment. The CAK says doing neither within that period leads to a fine. The letter therefore needs a response even if you already hold foreign cover.

SituationWhat needs actionWhat to retain

The assessment confirms compulsory Dutch coverArrange the required policy and clarify its start dateAssessment and insurer confirmation

The assessment process, insurance start date and CAK response are separate administrative questions; checked 14 October 2026.

Use the date on the letter and read any subsequent correspondence rather than relying on a generic reminder in your calendar. If a response or application confirmation appears missing, contact the responsible body with the reference number. Keeping the documents in one place makes it easier to explain what has already been done and what remains unanswered.

Would a small parcel income still be worthwhile after insurance costs?

For a planning example, assume 14 small parcels per week at AirPost’s recommended €2.25 sender fee. A four-week month produces €126.00 in fees and €122.22 after the 3% payout commission. The constants were checked on 14 October 2026. These are assumed completed orders, not evidence of demand or a guaranteed monthly income.

To assess the personal outcome, subtract your actual additional work costs and account for tax. Then compare the insurance costs of the confirmed working situation with the costs you would otherwise have. Use written policy information. Do not insert an average premium from an unrelated student or treat the payout after commission as an amount after every obligation.

The comparison can include a change to existing cover, but only if your insurer confirms it. You may already pay for a student policy; a new compulsory policy does not tell you by itself when or how the old one can end. Check the termination conditions and dates before counting a saving. A period of overlapping premiums can affect the first month differently from later months.

Also separate the insurance question from the availability of work. A shop must actually collaborate with you and send orders before there are fees. If a projected workload is uncertain, calculate what you would need to pay even in a quiet period. The parcel earnings guide explains the fee model; the relevant insurance decision remains individual.

Can you use an internship or low-income rule instead?

Use the rule for the activity you perform. An internship is not the same arrangement as an independently offered parcel service. The SVB’s current page distinguishes internship situations, including changes from September 2025. A threshold described for a particular internship should not be transplanted into a general exemption for all small side incomes.

If several activities overlap, provide the whole picture. State which one is employment, which one is an internship and which one you describe as independent work. Include the relevant agreements and dates. Otherwise, an answer about one part of your week may be wrongly applied to everything you do. Keep the conclusion tied to the facts submitted.

The same approach applies when work ends. Stopping parcel tasks can be relevant to your circumstances, but do not cancel cover based solely on an empty order list. Clarify the position after the actual change. A quiet week, an ended service agreement and leaving the Netherlands are different facts and may need different evidence.

Frequently asked questions

Do all international students need Dutch health insurance?

Not automatically. The SVB distinguishes coming solely to study from situations involving paid work and other facts. Use the assessment for your actual situation instead of assuming registration at a Dutch address settles it.

Does a small parcel fee trigger basic health insurance?

The amount alone does not answer whether you are Wlz-insured. Describe the paid activity and ask the SVB to assess your position where it is unclear.

How long can a Wlz assessment take?

The SVB states that processing can take up to eight weeks. Submit the requested evidence and act immediately if a CAK letter requires clarification of your position.

Can I ignore a CAK letter because I have foreign student cover?

No. Follow the letter’s procedure. If you think Dutch basic insurance is not required, request the relevant Wlz assessment rather than assuming the foreign policy resolves the CAK enquiry.

Does an AirPost payout already include health-insurance costs?

No. The example deducts platform commission only. Your insurance position, actual premium, tax and own work expenses must be assessed separately.
