DDP shipping to Canada: what a US store must set up

Check the importer, carrier billing and CARM requirements behind DDP shipping to Canada. Separate Canadian consumer imports from your own NRI stock.

In short

  • Before a US store promises DDP delivery to Canada, resolve 3 things: the legal importer, the account paying import charges and the applicable clearance process. If your business imports commercially as a non-resident importer, CBSA requires CARM registration, a BN9 and an RM import program account.
  • Paying a carrier’s tax bill does not by itself establish who imported the goods. Identify ownership and the actual import arrangement separately.
  • CBSA distinguishes a Canadian consumer importing personal goods from a foreign vendor importing goods it owns. A residential delivery address does not settle that distinction.
  • Release Prior to Payment is optional and requires financial security. It is a separate choice from obtaining an importer account.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

You want Canadian buyers to see a complete price instead of an arrival bill. That goal needs a working process behind the checkout language. Begin with the goods and importer, then confirm charge payment with the carrier. DDP is a contractual allocation of responsibilities; a duty-billing selection is one operational instruction inside the arrangement.

What are you promising when your store offers DDP?

Under the ICC’s Incoterms 2020 checklist, DDP places import clearance and applicable duty costs with the seller. Identify the named delivery place and the obligations your contract actually assigns. For an online store, translate the verified outcome into plain checkout wording, backed by a service that can carry out the required arrangement.

Write down who handles government duty, import tax, carrier brokerage and additional clearance work. Check what happens if the customer refuses the parcel, changes the address or receives a bill anyway. Those questions need an operational answer before the store promises no further import payment. A transport quote that includes routine brokerage can still exclude government charges and some extra services.

Keep the customer-facing promise attached to the order as purchased. If your team switches carriers after checkout, review the charge arrangement again. A substitute label can be faster or cheaper while using a different payer or import structure. The packing team should see the approved service and charge instructions, rather than infer them from a delivery banner on the website.

Does a Canadian consumer address make the import casual?

CBSA’s Customs Notice 25-01 gives the relevant ownership distinction. When a Canadian individual buys goods for personal use and has a courier import them on their behalf, the goods are casual. When the foreign sales company or ecommerce vendor imports goods it owns, the movement is commercial. The last-mile address can be identical in those two arrangements.

Preparation decisions based on CBSA Notice 25-01, checked October 14, 2026. The actual facts and chosen importer arrangement determine the process.

The notice also says that a business NRI using its BN to obtain release and account for goods destined for casual importers makes a commercial import. Do not instruct a broker to use your company identifier while assuming the consumer process continues unchanged. Explain ownership and the intended structure, and preserve the conclusion with the carrier agreement and store terms.

This is why a duty-payer field and an importer field deserve separate review. Your carrier may support a seller-paid arrangement in a particular consumer workflow, but that needs confirmation for the actual product and account. Conversely, becoming an NRI creates commercial obligations even if every carton ultimately reaches a home. Choose the setup deliberately instead of allowing a default field to decide it.

Which Canadian registrations does a US commercial importer need?

CBSA’s business import setup guide identifies a CARM portal account, a nine-digit business number and a six-character RM import program identifier. Together the BN9 and RM identifier form the 15-character importer account identifier. Keep that importer record distinct from your US tax identifier and from the shipping account that pays the carrier.

A US non-resident business must obtain its BN9 from CRA before registering its business in CARM. CBSA’s CARM registration page says trying the non-resident registration without that number causes an error. Have the person responsible for the business account complete the setup and retain access, rather than sharing a general login at the packing station.

After registration, delegate the required authority to the chosen customs broker or other party through the portal. Decide who in your business can review entries, respond to questions and reconcile payments. A broker can perform approved work, but the store needs its own view of what was declared and paid. Keep the agency agreement and portal permissions consistent with the actual scope of the service.

Do you need security to release goods before paying?

Release Prior to Payment is an optional sub-program. It allows eligible release before payment and requires financial security. CBSA describes choosing a security deposit or security agreement as part of enrollment. Do not confuse that choice with the basic requirement to obtain a commercial importer account.

CBSA’s release and payment guide explains release, accounting and payment as distinct stages. If you do not use the prior-payment sub-program, agree the applicable payment and release process with your broker. Make sure your inventory arrival schedule reflects the actual arrangement, rather than treating a purchased carrier label as confirmation that the stock is already cleared.

Build the cash-flow review around your actual import activity and the security requirement calculated for your account. Avoid copying an amount from another business or an old transition announcement. Record when the requirement is checked and who maintains it. An interrupted clearance setup can affect product availability even when your sender has room and the domestic dispatch service is ready.

Can DDP use the ordinary C$40 and C$150 courier relief?

Do not assume it. CBSA’s courier remission memorandum D8-2-16 includes eligibility conditions, including an exclusion where someone other than the Canadian person who ordered or purchased imports the goods. Have the broker examine your ownership and import structure before applying the higher US courier bands. A seller-owned NRI import can differ from a purchaser-imported consumer order.

Check product-specific measures separately as well. The September 2026 US-origin surtax notice applies to listed goods and expressly reaches qualifying products below de minimis values. A duty-paid budget must therefore identify classification, origin, ordinary duty treatment and the current measure, as well as sales tax and commercial carrier charges.

Keep the estimate and final charge record connected. When the actual bill differs, identify whether the cause was valuation, classification, origin, tax, the service fee or a booking error. Resolve that field before selling the same product under the same guaranteed price again. The aim is an explainable import calculation, rather than a single percentage applied indiscriminately to every Canadian basket.

Would importing stock once change the customer parcel budget?

Placing properly imported stock in Canada changes the later retail route to domestic dispatch. It does not remove the commercial import of the inventory or determine your Canadian sales-tax position. AirPost’s copy describes a preparation arrangement: supply a sender with stock and packaging, and they pack and drop off customer orders. Confirm that arrangement before sending stock and assign the inventory import separately.

For the dispatch stage, the AirPost CA-to-CA options page displayed small-parcel Expedited Parcel from approximately C$13.70 on October 14, 2026. That is the starting label-and-platform amount before sender compensation. For medium, the starting display was C$15.85: C$15.85 minus C$13.70 leaves C$2.15 of category difference. Neither figure includes bringing the original stock into Canada.

Use an actual route quote and agreed compensation to complete the domestic subtotal. The currency amounts are converted displays; the page states settlement is in euros. Add inventory transport, broker work, taxes, any security cost and the other applicable import expenses to the separate replenishment worksheet. This keeps a domestic preparation price from being mistaken for an all-in DDP cross-border offer.

The stock arrival notice article helps the receiver distinguish expected stock from counted, usable products. The US Shopify fulfillment routing guide addresses the connection between inventory location and dispatch. Keep those operational checks alongside your import setup before advertising stock as ready for Canadian delivery.

  1. Determine the importer

Resolve ownership, casual or commercial classification and the responsible party before making a duties-paid promise.

  2. Set up the commercial process if needed

Obtain the non-resident business number, register in CARM, create the import program and delegate broker authority.

  3. Confirm the cost and payer

Review product treatment, eligible relief, tax and carrier charges against the actual billing arrangement.

  4. Release the checkout offer

Use the verified service and store wording, with records accessible to the person handling import queries.

Frequently asked questions

Does choosing bill shipper create a Canadian importer account?

No. It is a billing instruction. Commercial NRI registration and the legal identity of the importer need their own setup and review.

Does every seller-paid Canadian delivery require my own NRI?

Identify the actual arrangement with the carrier and broker. Seller payment alone does not settle ownership or importer identity. When the business itself imports commercially, the NRI requirements apply.

Can a US business get its BN9 directly through CARM?

CBSA instructs non-resident businesses to obtain the BN9 from CRA first. Then register the business in the portal and enroll in the appropriate importer program.

Is Release Prior to Payment mandatory for commercial imports?

No. It is optional and requires financial security. Agree the appropriate payment-and-release procedure if you do not use it; do not assume a broker account automatically supplies your setup.

Does an AirPost Canadian domestic price include DDP from the US?

The cited CA-to-CA price is for domestic dispatch with the platform fee, before sender compensation. It does not cover the original stock import, its registration or its clearance charges.
