Shipping to San Marino: T2SM, invoices and parcel costs

Price seller deliveries to San Marino using the actual dispatch origin, customs-status evidence and carrier paperwork, rather than an Italian parcel label.

In short

  • Shipping to San Marino involves customs-status evidence even where the EU customs union removes duty on qualifying goods. The official transit guidance distinguishes T2SM for an Italy-to-San-Marino movement from T2 or T2F when dispatch is from another EU state, so 1 Italian domestic label is not a complete shipping plan.
  • DHL Express’s San Marino instructions require an invoice and specify a status-evidence process; check the current document arrangement with the service you book.
  • Price the label, preparation and customs work separately. Duty-free treatment does not make San Marino part of the EU VAT area.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

Your customer’s address is in San Marino, your stock is in an EU country, and a rate calculator offers an attractive Italian price. Before you accept it, identify what that price actually buys. The destination has its own customs treatment, and the documents can depend on where the goods start. An Italian sorting hub encountered during transport does not necessarily become the dispatch origin for your customs procedure.

This article follows one seller decision: how to obtain a complete parcel quote for San Marino without treating every transit document as interchangeable. It uses French Customs, the Estonian Tax and Customs Board, the European Commission and DHL Express instructions opened on 13 October 2026. The authorities explain status and transit; the carrier explains its own acceptance process. Neither supplies a universal webshop delivery price.

Why does a customs union still require a document decision?

French Customs describes free circulation between the EU and San Marino for goods produced there or released into free circulation there. It also says the customs-union scope excludes coal and steel products covered by the stated exception. The benefit rests on the goods’ status. It is therefore possible for customs documents to remain necessary even when qualifying goods do not incur customs duty.

For your webshop, the useful question is whether the stock has the necessary status and what proves it. A purchase invoice may identify the goods and value while leaving their customs status unresolved. Keep the records from your stock supplier or original import available. If another business imported the goods, determine what supporting information it can provide before arranging the San Marino shipment.

Manufacturing origin also deserves its own field. French Customs explicitly distinguishes origin from release into free circulation. Do not replace the product’s manufacturing country with Italy simply because a sender packs the order there. Equally, do not assume an imported product is excluded from customs-union treatment after it has legitimately entered free circulation. The documents should describe the actual goods and their actual status.

When is T2SM the relevant transit type?

The Estonian authority’s San Marino transit note distinguishes the departure country. It specifies T2SM where departure is Italy and destination is San Marino. For departure from another EU country, it identifies T2 or T2F instead. This is a procedural distinction in that guidance, not an instruction to choose a document from a dropdown without consulting your customs operator.

Suppose your webshop has goods in a Dutch stock location and a carrier transports them through Italy. Ask the operator which departure and transit records it will use. Do not silently describe the sale as Italian dispatch merely because the delivery van will cross the Italian border last. Conversely, a genuine stock relocation followed by packing in Italy creates a different origin arrangement that deserves its own review.

The same Estonian note directs certain non-Union T1 movements to the Italian customs office at Rimini rather than directly to a destination customs office in San Marino. It also describes NCTS use for transit. Because the note includes older procedural references, use it to identify the distinction and ask the operator to confirm the current office and electronic process. Do not hard-code historic office details into your webshop.

What exactly does DHL ask you to provide?

DHL Express’s published San Marino change page requires a commercial or proforma invoice and describes a T2L stamp for shipments up to and including €15,000, with a T2L declaration above that value. It further says self-preparation of the stamp or declaration requires the relevant authorised-sender customs permit. The page is a carrier instruction, so confirm its application to the particular booking.

The permit condition matters to a small webshop. Downloading a stamp graphic or copying another company’s wording is not evidence that you are authorised to complete it. Ask DHL or your customs representative who will prepare and authenticate the proof. Get that answer while requesting the quote, rather than after the customer has paid for dispatch. A missing permit or document service can change both cost and readiness.

Use a commercial invoice for the facts of a sale, following the booked carrier’s instructions. A sample or other non-sale movement may have a different document purpose, but it still needs an accurate description and value. The carrier page’s reference to a proforma does not mean a shop may describe a paid order as a free sample. Match the transaction before deciding the form.

How much of the parcel budget can you calculate now?

For a small parcel prepared at a supported AirPost origin, the shared constants checked on 13 October 2026 give a recommended sender fee of €2.25 and a platform fee of €0.85. Together they produce €3.10 before the transport label, materials and document services. Treat this as a preparation subtotal, rather than a verified San Marino route price.

If the safely packed order instead qualifies for the medium preparation format, that subtotal becomes €3.85. The change is €0.75 in the recommended preparation component. It says nothing about the carrier’s weight bracket or customs charges. The sender’s actual agreed fee can differ from either recommendation.

Put the transport quote alongside this calculation and ask whether it contains customs document preparation. If that work is extra, record the quoted amount as a separate seller cost. Keep any destination assessment separate again. You now have a worksheet that can expose a missing component instead of presenting an incomplete total as cheap delivery. An unknown component remains pending until someone supplies an accepted quote.

When using an AirPost displayed label price, remember that the platform fee is already included. Replace the transport-and-platform portion of the worksheet with that displayed total once the actual service is confirmed. Do not add the same platform fee twice. This calculation establishes no availability to San Marino: confirm the destination, contents and documentation before purchasing any label.

Does Italian stock make the customer order a domestic sale?

An Italian stock location can change departure logistics and the applicable transit arrangement. It does not turn San Marino into an Italian delivery address for every purpose. The Commission’s territorial table treats San Marino as Italian territory for customs and excise purposes while excluding it from the EU VAT rules. Keep transport, customs and VAT decisions separate in your order record.

Through the AirPost fulfilment arrangement, a seller can agree stock holding, packing and carrier handover with an available sender. Ask explicitly whether the sender can attach the documents you supply and whether the carrier accepts the route. Packing work does not confer a customs permit. You should own the commercial records and the decision about the invoice treatment.

Use the existing Italy parcel cost explanation to compare genuinely Italian destination orders. For choosing a packing location, shipping from Italian stock covers a broader stock decision. Neither article supplies the San Marino status proof. Keep the destination-specific worksheet attached to the orders that need it.

What should your packer do when an order is ready?

Create a release instruction tied to the booked service. It should identify the real departure location, San Marino destination, contents list, invoice and the person responsible for the customs proof. The packer should check that the documents describe the carton they actually closed. If the customer adds another product, update the contents and value before handing the parcel over.

Save the accepted quote and the final document copies with the dispatch record. If the operator later requests clarification, you can identify which fact differs instead of reconstructing the order from messages. A customs hold calls for the missing evidence, while a carrier refusal calls for a supported service. Buying an Italian label in response solves neither issue unless the operator has expressly accepted that arrangement.

Frequently asked questions

Is shipping to San Marino an Italian domestic shipment?

Do not assume that. San Marino has specific customs and VAT treatment, and the carrier must accept the real destination and required paperwork.

Do I need T2SM for dispatch from every EU country?

The cited transit note distinguishes Italy-to-San-Marino T2SM from T2/T2F movements starting in another EU state. Confirm the current procedure with your operator.

Can I make my own T2L stamp for DHL?

DHL’s instructions condition self-preparation on the appropriate authorised-sender permit. Ask who will produce valid evidence rather than copying a stamp.

Are non-European products excluded from the customs union?

Manufacturing origin and free-circulation status differ. Qualifying imported goods may have the required status after completed import formalities; retain the evidence.

Does duty-free treatment mean no further delivery costs?

No. Transport, preparation, document services and destination taxes are separate components. A customs-union benefit does not price those services.
