UPS Canada brokerage fees: a US seller’s service decision

Use the 2026 Canadian UPS package schedule to compare Standard and Worldwide services, advancement fees and what your checkout price actually covers.

In short

  • The UPS Canada guide lists C$31.45 in Standard entry preparation for the C$100.01–C$150 value band, while eligible Worldwide services include routine entry preparation. Government taxes and UPS advancement charges remain separate, so compare the complete import bill before choosing the cheaper label.
  • The September 6, 2026 package guide lists Standard disbursement at the greater of 3.7% of duty/tax or C$7.75; listed Worldwide services use a C$12 minimum.
  • A Canadian duty exemption does not establish that your carrier’s clearance work is free. Confirm the actual product, account terms and charge payer.
  • Canadian domestic preparation from already-cleared inventory is a separate option; it still needs a budget for importing the stock.
  • AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.

Your US store offers UPS shipping to Canada. Standard has the lower transport quote, but the customer later asks why another payment is required. The useful comparison starts with the named UPS service and the Canadian import record. A shipping label price alone cannot tell you which customs services were included or who agreed to pay the remaining charges.

Which UPS fee are you actually trying to reduce?

Separate government duty and tax from the carrier’s own fees. Entry preparation pays for preparing the import entry. Disbursement is associated with the carrier advancing duty or tax. Other work can add further charges. Request the itemized bill instead of calling the entire balance brokerage. That distinction tells you whether the next step is checking tariff treatment, reviewing the service choice or investigating the booking instructions.

Use the Canadian package schedule for a parcel entering Canada. UPS also publishes forwarding schedules and information for goods entering the United States. Those are different directions and products. Record the destination, service name and schedule date beside your comparison. If your label platform shortens the service name, obtain the actual purchased product before applying a rate table to the order.

The 2026 UPS Canada Rate and Service Guide, effective September 6, gives the package brokerage schedule on printed page 115. Its amounts below are Canadian dollars. Contract terms and non-routine clearance can change the actual charge. Keep the published schedule as a reference for checking a quote, rather than assuming it overrides an account-specific agreement.

How does Standard compare with Worldwide routine clearance?

Selected bands from the UPS Canada package schedule, retrieved October 14, 2026. The included routine service covers up to three classification lines; duty, tax, disbursement and additional work are separate.

The listed family includes Worldwide Expedited and the specified Worldwide Express services. Read the guide’s conditions for the service you buy. Included entry preparation is useful, but it is only one part of the import budget. Do not turn it into a customer promise that no Canadian tax or other clearance charge can arise.

For a mixed-product basket, have the declarant identify the required classification lines. A retail SKU count and a customs classification-line count are different records. Keep product material and function available so the broker can determine the grouping. The person choosing the label should see whether the shipment fits the routine clearance assumption used in your comparison, before making a service decision.

When can a higher transport price produce a lower combined bill?

Use a controlled illustration at the published C$150 threshold: an eligible, unlisted courier import to Ontario, with no ordinary duty, a C$150 taxable base and 13% HST. That produces C$19.50 in government tax. This is calculation input, not a customer result or a quote for your product. The current surtax list and actual tax base must be checked before using the example in checkout pricing.

At that tax amount, 3.7% is below either published disbursement minimum. Standard’s entry preparation plus minimum disbursement is C$31.45 + C$7.75 = C$39.20. Eligible Worldwide routine preparation plus its minimum is C$0 + C$12 = C$12. The resulting difference is C$27.20 before transport, tax on carrier services and any extra work. Under those assumptions, a Worldwide transport quote up to C$27.20 higher can still produce an equal or lower combined subtotal.

That comparison is a decision method. It does not establish that Worldwide is cheaper for every order. Retrieve both transport quotes for the same carton and address, use the same currency, and add the relevant import charges. Keep government tax on both sides when comparing the customer’s total. If you already absorb one fee under your account contract, use the contractual amount rather than the public schedule.

Does duty-free mean that a Canadian customer pays nothing?

CBSA’s low-value guidance separates the C$40 ordinary tax threshold from the C$150 ordinary duty threshold for eligible US courier imports. A shipment can therefore have no ordinary duty and still attract sales tax. CUSMA preference is another possible route to ordinary duty relief, based on origin qualification. Neither conclusion sets the private carrier fee.

There is also a current product-specific check. Customs Notice 26-23 says the September 2026 US-origin surtax can apply below de minimis thresholds. Review that status separately from your UPS service choice. A cheaper clearance service changes the commercial side of the bill; it cannot itself remove a government levy on a listed product.

Ask the customer for the official charge breakdown and preserve the original declaration. If the description, value or origin is wrong, resolve the underlying evidence with the declarant. Changing a product description to chase a cheaper band can create a second problem. Your support team should identify the disputed line and its basis, rather than promise to waive a charge controlled by a different party.

What should a US store confirm before offering duties paid?

  1. Identify the importer

Record who owns and imports the goods at entry. A recipient address alone does not settle the import structure.

  2. Check the billing account

Confirm who pays government charges, brokerage and any additional clearance work for this purchased service.

  3. Compare complete quotes

Use the same product information, Canadian value, packed measurements and destination for Standard and Worldwide.

  4. Retain the document set

Save the invoice, active tracking number and charge instructions together. Resolve any change before handover.

  5. Match the store promise

Publish wording that reflects the verified arrangement and gives support a clear way to handle an unexpected bill.

UPS’s international forms guidance requires commercial information for goods crossing borders. Paperless eligibility and charge payment are separate checks. A digitally transmitted invoice does not show that the seller has paid all import costs. Keep a copy accessible to the person who can answer a clearance request, even when the packing station attaches no printed invoice.

Is moving Canadian stock a different way to manage repeated clearance?

If you place inventory in Canada, the stock first needs the correct commercial import setup. Later Canadian domestic retail parcels do not repeat that cross-border movement. AirPost can provide the preparation model described in its copy: you send stock and packaging to a sender, who packs and drops off orders. The seller still has to arrange the inventory import and confirm a suitable sender.

The AirPost CA-to-CA page, retrieved October 14, 2026, displayed small-parcel Canada Post Expedited Parcel from approximately C$13.70, including the platform fee and excluding sender compensation. For perspective, the C$31.45 Standard entry-preparation reference above exceeds that domestic starting display by C$17.75. They pay for different stages: this arithmetic does not count the stock import or prove an overall saving.

Build a fresh inventory model using your actual inbound cost and dispatch quote. The AirPost page uses converted displays and states settlement is in euros; the Canadian display is an estimate. For stock handover, use the arrival notice guide. The US fulfillment routing article explains why an assigned location and available stock need to agree before promising dispatch.

Frequently asked questions

Does UPS Worldwide Expedited include Canadian brokerage?

The cited guide includes routine entry preparation under its stated conditions when UPS or its designate handles clearance. Duty, tax, disbursement and additional work are separate, so included brokerage is an incomplete description.

Why are there UPS fees when Canadian duty is zero?

Zero ordinary duty does not settle sales tax or the carrier’s own clearance charges. Read the itemized invoice and identify preparation, disbursement and government lines before disputing the bill.

Can a brokerage calculator give my store a guaranteed total?

Only if its inputs and scope match the shipment. Check value for duty, currency, tax base, classification lines, surtax status and account terms. A public band table alone cannot guarantee the delivered total.

Is UPS Standard always more expensive than Worldwide?

No. Compare the actual transport quotes plus relevant import charges. The C$27.20 difference in this article follows a specific C$150 Ontario calculation and the cited public minimums.

Does the AirPost Canadian rate replace UPS cross-border brokerage?

The cited AirPost amount is a Canadian domestic dispatch starting price. It can inform a separate stocked-in-Canada model; it does not pay for bringing that inventory across the border.
