In short
- A denied or partly paid domestic USPS claim can be appealed within 30 days under the appeal rules. DMM 609 measures the first period from the original decision date, while USPS Help describes receipt; schedule against the earlier decision-date calculation and address the specific denial with evidence.
- An insurance amount is a ceiling, not proof of the item’s actual value. A paid sales record and mailing evidence answer different questions.
- Your first appeal follows the original submission route. A further final review is available if the first appeal is denied, with another 30-day period.
- Refunding the customer does not establish carrier liability. Keep the customer remedy, claim payment and replacement expenses in separate records.
- AirPost is a peer-to-peer fulfilment network: online shops have their orders packed and dropped at a parcel point by verified people near their customers, who earn a fee per parcel from home. No warehouse, no minimum order volume.
The package has disappeared, you have already answered the buyer, and USPS now says the claim is denied. Your next submission needs to explain what the first file did not establish. Repeating that tracking stopped rarely fixes missing value evidence, missing insurance proof or a filing problem. This article concerns US domestic merchandise claims and the appeal documentation available on October 14, 2026.
What does the decision actually reject?
Download the decision and retain its date, claim reference and stated reasons. Determine whether USPS rejected the entire claim or approved only part of the amount. Then compare the decision with your original submission. A missing attachment and an attachment that failed to establish a fact need different repairs. Keep a copy of the original packet so you can identify what is genuinely new.
Do not treat every short payment as an administrative error. USPS may decide that the supported value is lower than the amount requested. It may also decide that the event is outside coverage. Your appeal should state which finding you dispute and why the evidence changes that finding. If you cannot identify the reason, ask for clarification while preserving the appeal deadline.
| Finding to address | Evidence to retrieve | What the appeal must connect |
|---|---|---|
| Value not established | Paid invoice or completed transaction record | The named goods, price and transaction belong to this package |
| Insurance evidence missing | Original receipt or qualifying label purchase record | The coverage was attached to this tracking number |
| Mailing not established | Relevant acceptance record and electronic label details | The package entered the mailing process, rather than merely receiving a label |
| Only part of the requested amount supported | Item allocation and value documentation for each affected item | The additional claimed amount concerns covered goods actually mailed |
| Delivery or event disputed | Carrier investigation details and relevant customer statement | The event happened within the applicable coverage rather than after delivery |
If your order contained multiple packages, mark which items were inside the lost one. Do not attach the full basket total without explanation. An appeal reviewer needs to see why that amount belongs to the affected tracking number. Keep another package’s delivered status out of the loss narrative unless it helps explain the allocation.
How do you calculate the two appeal deadlines?
USPS Help says a customer may appeal within 30 days of receiving the claim decision. DMM 609.6.2 instead says within 30 days from the original decision date. Preserve both dates and work to the earlier decision-date calculation. This is a practical way to avoid depending on a later receipt date; it is not a claim that the two official descriptions use identical wording.
Submit the first appeal through the same channel as the original claim: use Claim History for an online claim, or the instructed written route for a mailed claim. Save the submission confirmation. A support conversation about your denial is not automatically a filed appeal. Verify that the action appears as an appeal against the original reference.
If the first appeal is denied, USPS provides another appeal for final review. Its Help page describes a 30-day period from receipt of that appeal denial, while DMM 609.6.3 also specifies a 30-day final-review window. Read the new notice immediately, record its date and submit promptly. A long-running missing-package investigation does not replace either appeal.
Assign the review tasks to a named person who can access the account. If a packer or label provider received the notice, ask them to forward the actual decision rather than paraphrase it in chat. Your shop needs the reason and date to prepare the response. Give document requests a deadline that leaves room to assemble and submit the packet.
Why is the insured amount insufficient proof of value?
Coverage and value are different parts of the file. Buying a coverage amount establishes the selected ceiling, subject to the applicable rules. It does not demonstrate the cost or value of the article when mailed. USPS asks for acceptable value evidence, and says it does not pay more than actual value. Review the basis of the original request before defending every dollar.
For a webshop sale, retrieve the completed transaction rather than an editable product listing. Identify the buyer, seller, item, price and transaction date in a readable record. Explain any difference between the item description in the order and the description used on the claim. A variant code that means something to your warehouse may mean nothing to the reviewer.
DMM 609 excludes claims based solely on sentimental value, replacement value above the article’s actual value when mailed, and consequential loss. Those exclusions matter when a seller adds frustration, lost future orders or a newly higher retail price to the request. Correct an unsupported amount instead of enlarging it. Use your own accounting ledger to track business losses that the claim does not cover.
Which mailing records can resolve a label-only file?
Look at the original purchase record and handover evidence together. For relevant online insurance records, DMM 609.3.1 describes a printout identifying tracking, postage, insurance fee, declared value, mailing date and origin and delivery ZIP Codes. It also describes the associated mailing evidence. A cropped label can omit several of those details even when the carrier number is visible.
Ask the person who bought or handed over the shipment for the existing receipt, acceptance scan or applicable manifest evidence. Keep the chronology factual: label created, package packed, package handed over, carrier events, customer report and claim submission. Where a scan is absent, say it is absent. A later support note should not be presented as a contemporaneous acceptance record.
If the provider retains the full electronic record, request that record rather than a second screenshot of tracking. State which fields the denial needs you to establish. This makes the request actionable for someone who did not write the claim. Keep their response with your appeal attachments so the document’s origin and shipment association remain clear.
How should the appeal explanation read?
Identify the decision under review
Give the original claim reference, tracking number, decision date and the specific finding you challenge.
Explain the factual correction
State which fact the original record failed to establish and which new document addresses it. Keep each disputed amount connected to the affected goods.
Name the supporting attachments
Use readable filenames for the transaction, mailing record and any investigation result. Remove duplicate images that add no information.
Preserve the submitted version
Save the exact packet and submission confirmation, then monitor the account for a decision or further request.
Keep the explanation concise even if your working folder is large. A reviewer should be able to locate the evidence without reconstructing your support history. Explain an ambiguous record in your own words, but do not alter what the underlying document displays. Redact unrelated customer data while retaining the details needed to identify this transaction.
What remains your cost if the appeal fails?
AirPost’s domestic US route page, retrieved October 14, 2026, showed a small-package USPS Ground Advantage starting reference of about $7.78. At that same confirmed quote, sending one original and one replacement creates $15.56 in displayed transport components. An unsuccessful appeal leaves recovery at zero; it does not remove the extra $7.78 already spent on the replacement.
This calculation covers the displayed route component only. The platform fee is included in that component; the sender’s agreed preparation fee, packing materials and actual goods cost are additional. Use the replacement’s real quote if its package or destination differs. Keep a requested amount out of the received-compensation column until an award and payment are recorded.
You can agree receipt access and document responsibilities through AirPost local fulfillment. For the earlier claimant decision, read who should file a domestic USPS loss claim. For a new fulfillment setup, US Shopify order routing explains how responsibilities can be assigned before a package goes missing.
Frequently asked questions
Can I appeal a partially paid USPS claim?
Yes. USPS allows appeals of partial payment as well as complete denial. Identify the supported additional amount and the decision reason you are challenging.
How long do I have to appeal a USPS denial?
The first appeal period is 30 days. USPS Help describes receipt, while DMM 609 uses the original decision date. Retain both and schedule against the earlier calculation.
Can I add new proof of value to the appeal?
USPS allows new supporting documentation. Supply a paid or completed transaction record that establishes the affected goods and their value when mailed.
What happens if USPS denies the first appeal?
You can submit a further appeal for final review within the applicable 30-day window. Follow the notice and preserve the final submission confirmation.
Will a refund to my buyer make USPS approve the claim?
A refund records your customer remedy. It does not establish mailing, covered loss or actual value, which still need their own evidence.
